Head of Field Office

Côte d’Ivoire

 

Background

The Danish refugee Council (DRC) Ivory Coast is looking for an experienced humanitarian worker for the post of Head of Field Office. 

 

Overall objective

The Head of Field Office (HoFO) is responsible for overseeing, planning, implementation and monitoring of DRC programmes. He/she contributes to writing proposals and developing concept papers, supervision of staff, and preparing reports.

 

The HoFO represents DRC vis-à-vis local authorities, donor representatives, international organisations and NGOs in the area of operation. He/she is responsible for the financial, administrative and logistics of the program in the area of operation as well as for security planning and implementation of security precautions.

 

The HoFO is supervised by and reports directly to DRC Country Director for Ivory Coast.

 

Duties and Responsibilities

 

The HoFO post is a demanding position that requires full on commitment and qualifications in both support functions ( finance, logistics, admin & HR) and program sector (protection, child protection, community protection, food security, early recovery, IGA).  DRC works through a community based approach and is currently undertaking a cross border approach (with DRC Liberia country program). 

 

Main duties are as follow:

 

Programming

  • Planning and coordinating successful and timely implementation of all projects/programmes and supporting the current emergencies related to displacement of population.
  • Responsible for project documentation and reporting.
  • Conduct assessments and fact finding missions
  • Assist in preparation and negotiation of project proposals for external donors
  • Development of sectoral and local strategies in close co-operation with the Country Director.
  • Coordination with all actors involved in the implementation of the programme
  • Ensure that contact with beneficiaries, target groups and authorities at all times is conducted in a sensitive and respectful manner.
  • Ensure mainstreaming and harmonisation between all the DRC procedures
  • Ensure implementation of HAP is mainstreamed in programs implemented in area of implementation
  • Represent DRC project activities in Côte d’Ivoire.

 

Monitoring and Reporting

  • Supervising implementation of the projects by monitoring and evaluation to ensure that activities/projects are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements.
  • Ensure that timely and quality project narrative reports are provided to the donors on time according to donors requirement as well as according to internal DRC reporting requirements.

 

Administration and Personnel Management, Finance and Logistic

  • Overall responsibility for the management of the main office and sub offices including the overall financial budgeting and control of expenditures, staff management, administrative issues, security, logistics and other aspects pertaining to running of DRC offices .
  • Responsible for organisational development of the DRC West Africa operation, including formulation of HR development strategy, staff training and coaching.
  • Supervision of staff performance, and in close collaboration with country director, carrying out actions in terms of recruitment, promotions and dismissal.

 

Security

  • Ensure appropriate information regarding security in the area of operation.
  • Ensure a security network with all possible stakeholders.
  • Responsible for security planning, including regular update of security- and evacuation plans as well as implementation of security- and contingency plans.
  • Ensure that security incidents are reported to the Country Director & Regional Director.

 

Other duties as handed down from the Country Director.

 

 

Qualifications

 

Required

 

  • Solid professional international field experience at senior level, specifically in emergency and early recovery contexts, at least 5 years
  • Demonstrated Human resource management and leadership experience.
  • Practical experience at all levels of the programme cycle (undertaking assessment, planning, implementation, monitoring, reporting and documenting ones results).
  • Demonstrated skills in risk and context analysis.
  • Fluency in written and spoken French and English is mandatory.
  • Computer literacy
  • Cultural sensitivity and adaptability.
  • Acceptance of, and preferably experience from, working under difficult conditions in conflict-affected areas. 
  • Demonstrated experience in managing finances and administration, managing logistics including procurement, vehicle fleet and office/ compound set up.

 

Preferable

 

  • Experience in working with PAM, ECHO, UNICEF, Danida funds
  • Practical hands-on profile with excellent analytical skills
  • Solution orientated
  • Team player, good communication skills, ability to integrate into a team and be dynamic.
  • Knowledge of West Africa, prior experience working in Ivory Coast.

Conditions

Availability: 20th May 2014

Duty station:Guiglo/Tai, West Cote d´Ivoire. Non-family duty station

Contract: until 19/10/2014, can be prolonged, subject to funding
