We are looking for a highly qualified Protection Programme Manager to coordinate our protection project throughout the country.

Who are we?
The Danish Refugee Council (DRC) has been operational in West Africa since 1998. Our aim is to contribute to the stabilization of peace in the Mano River Union Countries. Our regional and national portfolios of programmes support this goal via projects targeting refugees, returnees, host communities, internally displaced people and ex-combatants. Our strategy is guided by a rights-based approach and is implemented on the basis of humanitarian principles.

About the job
Under the supervision of the Country Director, the Protection Programme Manager coordinates protection projects throughout the country, and is responsible for reporting on a monthly basis on all protection activities. This includes being the focal point for cross-border movements, communications and related issues as well as representing DRC to external donors and agencies. The Protection Programme Manager will supervise the professional development of the national protection staff, designing and delivering trainings as needed, providing guidance in the field and ensuring the quality of services provided.

The Protection Programme Manager will oversee the implementation of the various protection-related components of existing projects and will also serve as project manager when necessary. The Protection Programme Manager reports to the Country Director for any strategic decisions on protection related activities.

Duties and responsibilities
Management

  • Hire, support, appraise and mentor DRC protection staff by identifying clear deliverables and providing training as needed;
  • Implement projects in compliance with DRC- and donor requirements when it comes to administration, finance and logistics;
  • Monitor protection project expenditures;
  • Ensure that the DRC protection programmes are implemented in accordance with DRC standard regulations and operational procedures (e.g. Code of Conduct, HAP Principles, DRC Assistance Framework, DRC Programme Handbook);
  • Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, INGOs engaged in protection programming and donors, through regular attendance at technical meetings;
  • Represent DRC in the national Protection Sector and relevant sub-sectors/working groups and to donors, UN agencies and visitors at the national level;
  • Closely co-ordinate project implementation with partners (UN agencies and national/international NGOs), including referrals, protection gap analysis and advocacy;
  • Develop advocacy initiatives.


Project implementation

  • Harmonise DRC Côte d’Ivoire’s tools, methods, and approaches with DRC’s regional West Africa strategy;
  • Conduct regular needs assessments, with due consideration to age, gender and diversity factors in coordination with Project Managers
  • Ensure that at all times contact with beneficiaries, target groups and representatives of authorities is conducted in a sensitive and respectful manner;
  • Provide technical supervision and direction for all protection activities in-country, ensuring protection mainstreaming as an integral part of all of DRC’s projects;
  • Coordinate activities with humanitarian partners to avoid duplication;
  • Assume responsibility for project management for selected projects (to be discussed with the Country Director)


Project/programme development

  • Provision of technical support in linking DRC’s programmes to relevant protection standards, protection mainstreaming and ensuring a rights-based approach to all programming;
  • Ensure that a common strategy, approach and tools are implemented for all protection components across DRC’s multi-sector programmes.

Reporting

  • Maintain a regular system of project evaluation, using both qualitative and quantitative indicators, and feeding into programme adjustments;
  • Identify protection gaps with a view to generating ideas for future projects;
  • Develop concept notes and/or proposals in close cooperation with the Country Director;
  • Develop longer-term strategy for protection interventions in-country for DRC’s Côte d’Ivoire’s Strategic Programme Document, in close cooperation with the Country Director;
  • Ensure regular monitoring, via weekly Sit Reps providing relevant analysis and feedback to the field and to national and regional offices;
  • Supervise implementation of the projects via monitoring and evaluation (quality control, monitoring objectives and indicators) in-line with the regional M&E system;
  • Produce a monthly protection report to be distributed to stakeholders and donors, and to be used as an integral part of ongoing advocacy efforts;
  • Ensure that activities/projects are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements.

About you
To be successful in this role you must have a University degree in Social Sciences, development studies or equivalent combination of relevant training and experience, and experience with protection monitoring, documentation & analysis of protection data, protection training and advocacy, child protection and set-up of community protection networks. Furthermore you must have:

  • Experience in project management, including donor relations and staff supervision; 
  • Experience with relief/emergency response activities, especially assessment, logistics and monitoring, are an advantage; 
  • Willingness to live and work in a challenging environment with limited physical amenities; 
  • Proven ability to manage multi-sector programs- general knowledge of WASH, construction, livelihoods is an advantage;
  • Fluent in French and proficient in English.
  • Computer literate.

  • Excellent communication skills and a team player with strong leadership skills;
  • Mature personality with life experience is an advantage.

We offer
Availability: As soon as possible – January 2015 latest; 
Duty station:  Non Family Duty Station, Tabou/ Taï / Toulepleu

Contract: 6 months, with possibility of extension (subject to funding)
