For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM has been working in the Philippines since 2012, through a project of health and environmental risk reduction related to e-waste informal dismantling activities, in 4 communities of Metro Manila.
Community based with an involvement of beneficiaries in designing activities and implementation, the spirit of the project is focused on health promotion and risk reduction, with the empowerment and support to recycler’s organisation. It has to be completed with a strong advocacy component to be developed on environmental health, at national and international level, to address the problem of toxicity in electrical and electronic equipment with a pragmatic approach of public health policy based on harm reduction principles.

TASKS AND RESPONSIBILITIES:

As General Coordinator you supervise and co-ordinate the programmes implemented by MdM France in the Philippines in the respect of people and goods’ safety, and in order to guarantee the programme’s relevance and its compliance with the predefined objectives.
You co-designs MdM’s operational strategy in the Philippines (alongside Desk Officer and RMs), and provide leadership for the country program. You are responsible for ensuring the delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team.
You work inside the decision making-process of MdM (RM, Desk Officer, and General Coordinator).
You perform your tasks and responsibilities under supervision of the Asia Desk Officer and the Responsible of Mission in France.

More specifically, you:

  • Organise, manage, supervise and support the implementation of the program Program co-ordination: daily co-ordination + take appropriate decisions according to the strategy defined with RMs and Desk Officer + review of the strategy with HQ if needed 
  • HR management of all staff (9 national staff) 
  • Recruitment, in collaboration with medical advisor, project manager and administrator 
  • Supervise implementation of appropriate security guidelines and procedures, ensure that they are maintained, updated and adhered to by the teams 
  • Analyse political and humanitarian issues and considers strategies and immediate response to the same 
  • Prepare reports and proposals for donors, and develop and maximize the potential for further programme funding 
  • Regular reporting to HQ (context analysis, on-going activities, pending issues, etc. through monthly written co-ordination reports + regular e-mails and phone contacts) 
  • Represent MdM to Local Authorities, International Donors, International Organisations and other NGOs 
  • Carrie out negotiations and maintain regular relations with the authorities at different levels and other stakeholders with the support of the medical advisor and the project manager and ensures compliance with agreements and contracts 
  • Ensure that appropriate human resources / legal issues, administrative, financial and logistics procedures are implemented and maintained in accordance with the MdM rules and guidelines 
  • Elaborate with the administrator the MdM annual budgets, monthly fund request and budget for proposals 
  • Oversee budget follow up ensuring that country programmes are implemented within their budgets 

CONDITIONS OF EMPLOYMENT:

  • Starting ideally end of August 
  • Duration: 12 months

SKILLS AND EXPERIENCE NEEDED:

  • Master level preferable (international development, management, public health) 
  • Previous experience as coordinator or head of mission 
  • Strong experience in representation 
  • Experience in advocacy and networking 
  • Experience in empowerment of community based organisation 
  • Preferable experience in health sector, and especially community health 
  • Strong skills in planning; Ability to manage priorities 
  • Strong skills and taste for advocacy and networking 
  • Skills in team management 
  • Ability to socio-political analysis of the context 
  • Ability to listen, share decisions and to delegate 
  • Impartiality ; diplomacy ; adaptability
