Danish Refugee Council (DRC) and Danish Demining Group (DDG) are looking for an experienced Regional Safety Advisor (RSA) for our activities in Afghanistan, Pakistan, Iran and Tajikistan based in the Kabul DRC country office with regular field trips.

Who are we?
DRC is an international non-governmental organization, which promotes and supports durable solutions for refugees and internally displaced people in more than 36 countries world-wide. DDG is a Humanitarian Mine Action and Armed Violence Reduction Unit within DRC.

DDG/DRC program components include support to Afghan communities through Protection, Livelihood, Demining and Armed Violence Reduction. DRC has a long-term view to its programming in the Afpak region. The current DRC/DDG projects are funded by international recognized donors such as DANIDA, SIDA, EU, various UN agencies as well as by DRC own funds among others. DRC`s emerging activity portfolio requires a Regional Safety Advisor (RSA) to lead the safety & security department in a consistent manner at Regional and country level.

About the job
The Regional Safety Advisor will advise and assist Country Directors and Area Managers to develop and implement the DRC Safety Risk Management (SRM) system for both DRC and DDG programmes. The RSA’s area of operations will be a both DRC and DDG. 

Duties and responsibilities
The RSA, in consultation with local safety staff and programme managers, is expected to pursue the following objectives in his/her daily work:
• Oversee the Safety Risk Management (SRM) process 
• Develop area and country safety management policies, protocols and procedures
• Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures.
• Analyze, manage and report relevant information at the area, country and sub-regional level 
• Maintain relevant safety documentation, data and records for the areas of concern
• Support and deliver safety-related training
• Mentor and provide technical supervision to local safety staff
• Develop the capacity of, and coordinate, relevant Crisis Management Teams (CMTs)
• Facilitate surge support to IMTs as required.
• Technically advise on the procurement of safety-related equipment, facilities and other resources.

To achieve the position objectives, the RSA will perform the following tasks and undertake the following responsibilities:
• Oversee the development and implementation of the SRM process.
• Facilitate programme access and continuity through the provision of dependable advice
• Represent the country program within inter-agency fora as related to safety issues
• Capacity building of all staff, consultants and implementing partners
• Incident and crisis management and response
• Quality assurance of safety-related policies, protocols, procedures and regulations
• Act as the focal point for the procurement and installation of safety-related equipment, facilities and other resources

The RSA will report to the DRC Regional Director but with base in Kabul be seconded and refer to DRC Country Director. The RSA has a technical compliance reporting line to the Global Safety Adviser in Copenhagen.

About you
• Previous working experience as a safety and security manager/adviser with an INGO at a country/programme level on an international contract 
• Proven ability to develop and implement effective and contextualized protocols and systems
• A high level of personal integrity
• Ability to be flexible and demonstrate an innovative approach to safety risk management
• Demonstrated experience with information gathering, analysis and report writing
• Demonstrated ability to conduct and produce high quality safety risk assessments (SRAs) 
• Demonstrated experience with critical incident management
• Demonstrated experience with delivering safety-related training
• Proven ability to prioritize tasks and meet deadlines
• Proven ability to work effectively with minimal supervision
• Stable and robust character, team-player with a good sense of humor
• Excellent communication skills
• Willingness to travel widely throughout Afghanistan
• Knowledge and previous experience of the local context in Afghanistan is a clear asset.
• Physically fit
• Fluent in written and spoken English 

Conditions
Availability: As soon as possible.
Duty station: Kabul, Afghanistan with frequent trips to various field offices in the region
Contract: To end December 2015 with good possibility of extension.
