In Chad, in response to a growing humanitarian crisis and the influx of Sudanese refugees into Chad, the IRC launched programs in Chad in February 2004 (Ouré Cassoni camp), August 2008 (Bredjing camp) and January 2011 (Treguine Camp), all in Eastern Chad.IRC later launched an emergency primary health care program in the Bahr el Ghazal region in October 2010, following the drought that has severely affected the living conditions of the population, especially the food security, the nutrition & the health status. In May 2011, IRC Chad started another health program in Faya (Borkou region, Northern Chad) to support the Chadian migrants coming back to Chad after the war in Libya.In April 2012, in response to the Sahel crisis, the IRC launched an emergency health and nutrition program in Mongo, Guera region, and central part of Chad. Finally, in January 2014, IRC started a Health Nutrition and WASH program in the south of Chad supporting those who fled violence in Central African Republic. SCOPE OF WORK The Grants Manager will support the Deputy Director Programs in building and administering the country programâs portfolio of grants. This will require oversight of the business development and grant management processes. The position is based in NâDjamena with regular trips to IRCâs programs throughout Chad. He/she will report to the Deputy Director Programs, will supervise the grants officer and the media and communications assistant manager and will work collaboratively with the sector coordinators, technical advisors, and finance controller, among others. The expected start date of this position is May 1st, 2015 RESPONSIBILITIES Grants Management & Compliance: - Develop and maintain grants management tools, such as funding trackers, reporting calendars, templates, and compliance guideline documents; and ensure the team is aware of these timelines;
- As directed by the Deputy Director Programs, be responsible for the coordination of donor reports and ensure that reports are of high quality and submitted for review on-time;
- In collaboration with the Deputy Director of Operations, schedule all Grant Opening and Closing meetings, and track actions points for follow-up;
- In collaboration with the Deputy Director programs and the sector Coordinators, advise solutions for under/over-spending and other implementation challenges;
- With support from IRCâs HQ grants staff, address donor compliance questions from IRC Chad program and finance staff to ensure compliance with donor regulations;
- Maintain hard and soft files on IRC Chad grant portfolio.
Proposal Development: · With support from the Deputy Director programs, participate in the strategic evaluation process in country for each new funding opportunity; ensure deadlines, donor priorities and requirements are communicated and understood by the team; ensure opportunities pursued are communicated to relevant staff and are informed on the decision; - With support from the Deputy Director Programs, organize program meetings with emphasis on project design workshops;
- Keep abreast of donor strategic priorities, specific requirements and deadlines
- Coordinate the development of high quality proposals, compliant with donor requirements and ensure timely submission;
- Participate in proposals/reports writing with support from the field Coordinators, technical coordinators and other relevant staff and act as the focal point of the entire process;
- Manage the submission approval process through IRCâs electronic proposal database, OTIS;
- Support the Deputy Director Programs, Finance Controller, Supply Chain Coordinator, technical program leads, and Senior Management Team on the development of program budgets; in particular, make sure project narrative is consistent with proposed costs;
- Whenever possible, conduct visits to field sites in order to work directly with program staff on the development of proposals;
- As needed and instructed by the Deputy Director Programs, participate in meetings with donors regarding funding opportunities, progress updates, and other fundraising initiatives together with other members of the SMT;
Communication and advocacy: - Provide grants-related information to the Communications and Media Assistant manager officer for inclusion in regular situation reports and other internal/external communications;
· Guide the Communication and Media Assistant Manager in the design of communication products for an external audience (especially donors); · Review and approve communication material before they are sent out to the CD/DDP or HQ; · Keep informed of any media and advocacy opportunities in Chad, and work closely with the communication and advocacy team at HQ (US and UK). QUALIFICATIONS - Masterâs degree in relevant field
- 3-5 years of experience in a business development role, preferably with an NGO
- Demonstrated experience with coordinating funding proposals and progress reports from institutional and private donors;
- Ability to efficiently deal with competing priorities;
- Excellent oral and written communications skills and demonstrated ability to produce and edit documents under deadline pressure;
- Working knowledge of budget development and management;
- Experience working in a multi-cultural setting and preferably in Africa;
- Demonstrated experience in managing a team;
- Competence with Windows, Microsoft Office;
- Ability to work in unstable security environments;
- Proficient written and spoken English and French.
