CARE is working in Syria to support vulnerable women, men, girls and boys affected by the ongoing civil war. We work both through partners and through direct delivery of humanitarian assistance across different parts of Syria. In addition, CARE supports livelihoods recovery and resilience programming across Syria. Most of our work is through cross border, remote-managed assistance modalities from neighboring countries, working closely with Syrian civil society organizations. Currently CARE’s core sectors in Syria are Food Security & Livelihoods (FSL), WASH and Protection, working with over 120 staff in hubs across the country. CARE’s programs North East Syria (NES) have a strategic focus on provision of humanitarian assistance (FSL, WASH, NFIs, etc.) and resilience centered programming with a key focus on livelihoods and protection programming.

The Protection Program Manager will be based in NES and will report to the Deputy Director of Programs. He or she will be responsible for supporting CARE’s gender and protection work in north east Syria – programs focused on both the establishment of protection activities and protection mainstreaming within existing programs. Under the guidance of the Deputy Director of Programs and with ongoing input from technical gender and protection experts, the Program Manager will lead on representation of CARE with relevant program stakeholders in this region, ensuring that CARE’s core values are promoted and procedures are complied with. S/he will manage day-to-day communication with field teams and providing general guidance on field activities implemented by partners. S/he will contribute to the development of training/capacity building materials, and will be oversee training sessions and providing coaching and mentoring to partner staff and CARE field teams on the ground. S/he will work closely with other units to support routine program management activities, such as financial tracking, and procurement and logistics processes. The Program Manager will coordinate closely with CARE’s monitoring and evaluation team to ensure ongoing program monitoring and documentation, and will contribute to report writing and program/proposal development as needed. The Program Manager will also work closely with CARE’s other Program Managers to ensure strategic integration where possible.

The Protection Program Manager will lead the implementation of the protection program strategy to ensure CARE’s intervention is timely, effective and relevant to a range of needs. S/he will manage the protection team, providing training, mentoring and capacity building for CARE staff and potentially for partner agencies as well. CARE places high value on ensuring the specific needs of women, men, boys and girls are met, through a gender sensitive approach that seeks transformative outcomes.

The Program Manager will cooperate with key programme support functions, including Finance, HR, Administration, Logistics and Procurement and will be responsible for donor coordination, program development, and reporting.

Qualifications:

  • Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies)
  • Certification/training in gender and protection mainstreaming
  • 3-5 years of experience in program management in a development/humanitarian setting
  • Strong experience in capacity building and training on specialized and none-specialized protection services
  • Understanding of the key strategies and principles of gender, protection programming and the varying psychosocial needs of women, men, boys and girls living in areas of conflict.
