CARE USA administra, apoya y supervisa los programas y operaciones de CARE en la región de América Latina y el Caribe (LAC) a través de la unidad de gestión regional (RMU). A través de este trabajo, CARE puede impactar positivamente en la vida de millones de personas cada año a través de nuestros programas humanitarios y de desarrollo implementados por nuestras oficinas en los países y programas regionales. Dentro de la RMU, el Gerente de Operaciones Regionales (ROM) reportara a la directora regional y brindará apoyo a las operaciones de 5 oficinas de país y la región. El Gerente de Operaciones Regionales (ROM), bajo la dirección del director regional deberá:

 

Responsibilidades:

 

  • Brindar apoyo operacional a las oficinas de país y a la unidad de gestión regional en la región de LAC;
  • Realizar análisis de las operaciones regionales y proveer respuestas para la gestión;
  • Servir como conector y enlace dentro de CARE para coordinar el apoyo a las oficinas de país y garantizar que la información fluya de manera eficiente y a través de las vías correctas: el ROM colabora con colegas clave en la organización según corresponda y se mantiene al tanto de los desarrollos en la región para representar a las oficinas de país y / o la región de LAC en foros internos apropiados cuando sea necesario o según lo solicite la directora regional u otros stakeholders internos.
  • Trabajar de manera colaborativa con el Gerente Regional de Finanzas con sede en el Centro de Servicios Compartidos (SSC) para apoyo a la gestión financiera para la región y las oficinas de país, según se solicite;
  • Trabajar con el área de Gestión de Contractos (Award Management Solutions - AMS) para ayudar a desarrollar la capacidad del personal en los países y apoyar con el manejo de riesgos y compliance de las oficinas de país y la región.
  • Apoyar a la directora regional liderando la coordinación de los asuntos operativos a nivel regional, como el presupuesto, la rendición de cuentas y el análisis financier.

 

El ROM debe ser apasionado por la misión y la mejora continua, y ser alguien que pueda combinar su experiencia en el trabajo humanitario y desarrollo humanitario internacional con habilidades funcionales y experiencia en apoyo a operaciones de programas, así como competencias demostradas en accountability, trabajando en asocio, desarrollo de personal y coordinación y trabajo en equipo.

CARE USA manages, supports and oversees CARE’s programs and operations in Latin American & Caribbean (LAC) region through the regional management unit (RMU). Through this work CARE is able to positively impact the lives of millions of people every year through our humanitarian and development programs implemented by our country offices and regional programs. Within the RMU, the Regional Operations Manager (ROM) will report to the regional director and will provide operations support to 5 country offices. The ROM will, under the direction of the regional director:

 

Responsibilities:

 

  • Provide operational program support to the country offices and the regional management unit in the LAC region;
  • Conduct regional operational analysis and lead management response;
  • Serve as a network connector and liaison within CARE to both coordinate country office support and ensure information flows freely and through the right pathways - the ROM collaborates with key colleagues in the wider organization as appropriate and keeps abreast of developments in the region in order to represent CARE country offices and/or the LAC region in appropriate internal forums as and when needed or as requested by the regional director or other internal stakeholders;
  • Partner with the Regional Finance Manager based in the Shared Services Center (SSC) with financial management support to the region and country offices as may be requested;
  • Partner with Award Management Solutions (AMS) to help build staff capacity and assist with compliance program operations in country offices;
  • Support the regional director by leading coordination of regional-level operational matters, such as budgeting, quality assurance and accountability.

 

Qualifications:

 

  • Bachelor’s degree in Business Administration or equivalent combination of education and work experience
  • 7-10 years of progressively responsible relevant experience
  • At least 7 years of experience demonstrating knowledge and leadership in humanitarian and international development sector
  • Experience with operational process reviews, analyzing data to make decisions
  • Excellent communication, interpersonal, and problem-solving skills
  • Demonstrated knowledge of or professional experience with working in the LAC region
  • Must be fluent in English and Spanish; fluency in French is a plus

 

The ROM should be passionate about the mission and for continuous improvement. Someone who can combine their experience in international humanitarian relief and development work with functional skills and experiences in program support and operations, the ROM must have demonstrated competencies in accountability and impact, working in partnership, staff development, and coordination and teamwork.
