Work Context

Cesvi has been operating in North Africa since 2011 with a diverse donors’ portfolio and serving all vulnerable target population, mainly in Libya. In 2016, due to the deterioration of the security situation in Libya, Cesvi opened an office in Tunisia where it started the procedure to obtain an official registration in the country. The process of registration to operate in Tunisia was finalized in December 2018 and since Cesvi can run development and humanitarian projects in the whole Tunisia’s territory

Although not being operational yet, Cesvi in Tunisia aims gaining a better knowledge about the Tunisian context, identify the main gaps and funding opportunities, and map the operating organizations. For Cesvi is pivotal to capitalize on the expertise built over the years within Libya response. Accordingly, key sectors of interest include migration as cross-cutting approach, children, youth and women’s protection and empowerment. Additionally, Cesvi envisages exploring the following sectors of intervention:  strengthening civil society organizations, support to local development and decentralization, inclusive & sustainable growth (e.g. Income & Employment generation, development of MSME, education and vocational training, gender empowerment), and support to the reintegration of Tunisian returnees. At this regard, considering the relevant Tunisian diaspora living in Italy, potential partnership/collaboration with Cesvi intervention in Italy should be explored.

Job Description

The collaboration will start by the end of August 2020.

The Program Development Manager works under the supervision of the Head of Mission.

The Program Development Manager, together with the dedicated programme staff, is responsible for designing a strategic path to allow Cesvi funding levels grow, donor relations grow, and new funding opportunities  are identified.

The Program Development Manager is in charge of:

  • Set a directory of international and local NGOs, other partners and stakeholders operating in Tunisia and their sectorial and geographical coverage
  • Evaluate the latest developments within the donor community in the region and identify funding possibilities, needs and opportunities for Cesvi intervention
  • Lead assessment process, analyse the Tunisian socio-economic situation and institutional framework, identify needs and challenges vs existing programmes.
  • Set a range of orientations and concrete propositions of actions, including a comprehensive Theory of change diagram for the successful definition of Cesvi strategy in the country
  • Identify potential strategic international and / or local operational partners (private sector partners, national and international NGOs, think tanks, universities, etc.)
  • Build active and regular working relationships with donors, with other NGOs, UN agencies, clusters, working groups, consortia and academia;
  • Lead the preparation and finalisation of fundraising documents (expressions of interest/concept notes/proposals etc)
  • Support the overall representation and external communication of Cesvi in Tunisia towards existing end prospective donors and partners in relevant coordination forums.
  • As requested, support the senior management team in the execution of specific tasks related to the management of the Cesvi Country program portfolio in Libya

Essential Requirements

  • Master’s Degree in International Development, Social Sciences or a related field
  • Good knowledge of policies and working procedures of institutional donors
  • Consistent experience in program management (at least 3 years), including project cycle management, budget development and management, internal and external reporting
  • Experience in raising institutional funds in development context
  • Experience in contextual analysis and ability to deploy appropriate technical tools and methods in program development
  • Ability to conduct market analysis and to develop public-private partnerships
  • Ability to think, communicate and write critically and creatively, and to produce innovative and competitive proposals in both English and French
  • Excellent understanding of strategies (ability to link donor priorities and Cesvi strategy)
  • Strong independent team worker
  • Ability to represent Cesvi and to develop excellent external working relations
  • Good computer and IT skills

Desirable Requirements

  • Research and analytical skills
  • Knowledge of donor environment in the Maghreb Area and especially in Tunisia
  • Knowledge of the Tunisian financial sector
  • Experience in acquiring and managing new funding mechanisms (like tenders, impact investment, etc.)
  • Knowledge of Arabic
