The Program Support and Logistics Manager will provide technical leadership, guidance, management and coordination of Program Support and Logistics in humanitarian responses for CARE USA. S/he is expected to lead development and implementation of Program Support and Logistics guidelines to support quality humanitarian responses with speed and scale. The incumbent will maintain close engagement with regional and country offices to understand their humanitarian program support and logistics challenges, help identify viable solutions, coordinate solution support from across the organization, and ensure the challenges are addressed and that country teams can deliver on their humanitarian commitments. S/he will collaborate with the respective CARE USA’s units/departments, CARE member partners (CMPs), regional management units (RMUs), and country office (CO) teams, CARE Emergency Group (CEG) and Rapid Response Teams (RRT) to ensure timely support to CARE’s humanitarian operations. This position will oversee and manage relevant donors’ funds (e.g., UPS) and special projects therein such as the Warehouse Management System and global logistics guidelines. S/he is also expected to represent the CARE USA Humanitarian Team (HT) in relevant fora/events as and when requested. The position reports directly to the Director - Humanitarian Operations in CARE USA, acts as an active HT member and works closely in collaboration with other HT members to ensure proper coordination, synergy and complementarity of roles for timely provision of humanitarian program support needs. This position requires an individual who is dynamic, resourceful, solution-oriented, flexible, open minded and be able to make frequent field travels at short notice.

Responsibilities:

  • Technical leadership, guidance and management advice on program implementation
  • Addressing programs support and logistics and associated constraints and gaps
  • Manage internal and external stakeholders who will improve humanitarian program support and logistics
  • Oversight and manageent of CARE's pre-positoned supply management
  • Capacity building of CARE staff and local partners
  • Financial management advice and gap analysis

Qualifications:

  • BA in supply chain/logistics, humanitarian and international development, business administration/finance, or similar fields or relevant practical experience
  • Minium of 5-7 years' experience in the humanitarian response field in program support, logistics, and program support management and procurement
  • Strong public relations and teamwork skills and network building; good communication and facilitation skills; excellent written and spoken English; proven forward planning and strategic skills; good training and facilitation skills, good analysis and negotiation skills
  • Decisiveness - the skill and ability to arrive at a disaster site, quickly assess the situation, and make decisions that will move CARE operation forward with little or no guidance from headquarters
  • Ability to work independently as well as in a team setting
  • Ability to set priorities for self and team, and ensure these priorities are addressed
  • Ability to envision the broader macro picture of emergency operations when developing strategic policies, procedures, and guidelines and yet able to maintain a handle on the specific micro detail of operational setup when deployed to the field
  • Ability to keep focused on the overall CARE strategy while developing actions that are sensitive to cultural, gender and political realities of the workplace
  • Ability to work under stressful and sometimes risky conditions
