CARE USA manages, supports and oversees 7 country offices in the Middle East and North Africa region through the Regional Management Unit (RMU). Within the RMU, the Regional Operations Manager (ROM) will report to the Managing Deputy Regional Director - Operations (MDRD - Ops) and will provide operations support to country offices.

The ROM should be passion for the mission and for continuous improvement, and be someone who can combine their experience in international humanitarian relief and development work with functional skills and experiences in program support and operations, as well as demonstrated competencies in accountability and impact, working in partnership, staff development, coordination and teamwork.

Responsibilities:

  • Provide operational program support and oversight
  • Regional Operations Analysis and Response
  • Serve as a network connector and liaison within CARE
  • Support the Regional Finance Manager w/financial management support to the region/COs
  • Support Award Management Solutions (AMS) function in carrying out the compliance program
  • Assist MDRD-Ops with regional-level operational matters

Qualifications:

  • Bachelor’s degree in Business Administration or equivalent combination of education and work experience
  • 7-10 years of progressively responsible relevant experience
  • At least 7 years of experience demonstrating knowledge of bilateral and/or multilateral institutional donor grants and operations management, finance and compliance practices working with and interpreting applicable donor rules and regulations
  • Experience with operational process reviews, analyzing data to make decisions
  • Excellent communication, interpersonal, and problem-solving skills
  • Demonstrated knowledge of or professional experience with working in the Middle East and North Africa region
