This position, reporting to the CD, is a central position for CARE DRC efforts to strengthen the quality of its programming; and our ability to innovate, learn and adjust to continually changing realities in the country. The position will cover the full breadth of our programming, both development and humanitarian. The position will cover the whole program and project cycle; designing and evaluating program frameworks, developing projects on the basis of the program frameworks; ensuring the systems are in place to monitoring and evaluate impact. The position leads a team of staff that drives improvements in MEAL, strategic partnership, advocacy and Governance, proposal development and reporting. The incumbent will focus on ensuring that our programs and projects address the underlying causes of poverty and vulnerability in line with CARE’s and industry standards and best practices. The Program Quality Coordinator is responsible for the implementation of the country office accountability framework; manages impact measurement and knowledge management frameworks at CARE and promotes coordination across the Program leadership, and is a member of the Senior Management Team (SMT), the key strategic and decision-making groups at CARE DRC, setting policy and direction for the future. S/he plays a key role in devising and implementing the Country Office Strategic direction, and ensures that the CO’s progress against its strategic directions are measured, monitored and documented, and its strategy adjusted as appropriate to ensure that CARE remains relevant and effective within the DR Congo context.

• System design and implementation for MEAL
• Country office leadership
• Program design and development of project proposals
• Capacity development for CARE and partner staff
• Managing staff

Qualifications:

• Bachelor’s degree in international relations /development or social science or development studies
• 5 years experience in design of complex programs in a range of sectors, and monitoring and evaluation.
• A minimum of 5 years ( of the 8 years) experience in senior level management, and leadership of professional technical staff of diverse expertise.
• Working knowledge of programming in chronically vulnerable, complex environments.
• Strong technical knowledge and understanding of program design, monitoring, evaluation and reflective learning
• Strong research, conceptual and analytical skills
• Skills in qualitative and quantitative data collection, data management and analysis, including knowledge of computer software
• MS Office applications and other information systems (e.g., MS Word, Excel, Power Point, statistical packages, etc.)
• Excellent writing, speaking, and presentation skills
• Firm belief in teamwork, gender equality and participatory approach and sustainable development.
• Proven skills in diplomacy, motivation and networking.
• Highly developed communication skills, both verbal and written, including listening skills and the ability to build trust and credibility both in the village and at the policy table.
• Familiarity with the main conceptual frameworks underpinning gender analysis, women’s empowerment, rights-based programming and the underlying causes of poverty.
• Research skills including a solid understanding of statistical methods and social research techniques. Fluent in French and English
