As our charismatic, initiative-taking Start Fund Membership Engagement Manager you`ll raise awareness of the Start Fund – a NGO-owned, globally pooled small scale crisis fund – throughout the Start Network consortium, and will encourage investment in more prepared, decentralised decision-making structures.

Hosted and incubated by Save the Children (one of the Network`s member agencies), the Start Network promotes a way of working that enables international and local humanitarian actors to coexist.  It envisions a self-organising system where the agencies best placed to respond to a crisis are empowered to do so.

To realise this vision, we are working to catalyse a humanitarian sector that is more diverse, decentralised and collaborative.  The consortium works in three principal areas: Start Fund (financing for emergency response); Start Build (strengthening civil society capacity); and Start Beta (creating platforms for partnerships and learning).

In this pivotal, relationship-building role you will be a champion for the work of the Start Fund and will drive the implementation of our membership engagement strategy. You`ll ensure that the Start Fund is alerted to more appropriate crises, and will increase local capacity to make rigorous, appropriate and transparent decisions when activating the fund and when selecting projects for implementation. You will also:

  • Manage a budget of circa £150,000 for Start Fund engagement
  • Oversee the awarding and delivery of Start Network sub contracts / project awards
  • Put into action the project selection standing committee plan, with the aim to launch 11 standing committees by the end of 2015
  • Deliver workshops at country or central level, as required
  • Collect data and track relationship management within the scope of this role.

You will boast significant experience of humanitarian assistance operations, including in the field. You will have a background in programme management and building partnerships for humanitarian programme delivery, and a high level of competence when it comes to establishing and maintaining effective relationships across organisational boundaries. You will additionally have:

  • A flexible attitude, the ability to work autonomously, and to manage and prioritise an unpredictable workload
  • Excellent communication and IT skills
  • A willingness and the ability to operate an `open door` policy with regards to colleagues seeking immediate information and support
  • Strong brokering, facilitation and mentoring skills
  • Knowledge of Start Network member agencies` ways of working, experience of instructional design, design of humanitarian capacity building / learning materials, and another language would also be desirable.
