IRC Tanzania coordinates the provision of services across a broad range of sectors in the Kigoma district of Northwestern Tanzania, with the majority of programs currently being implemented in Nyarugusu refugee camp, home to approximately 60,000 Congolese refugees. Since the influx of over 50,000 Burundian asylum seekers in May 2015, IRC has been providing services in various transit locations in Northwestern Tanzania in the reception centers and temporary camps within Nyarugusu.  Within these contexts, IRC provides protection and basic assistance in the areas of Child and Youth Protection and Development, Community based rehabilitation for persons with disabilities and special needs, and Gender based violence / Women’s protection and empowerment (WPE). In addition, IRC also does child protection work in the host communities surrounding the camps, in partnership with local government.

 

The Child and Youth Protection and Development (CYPD) Program seeks to improve the protection and well-being of children and youth in the Nyarugusu refugee camp and host communities through working with communities to promote the protection of children from violence, abuse exploitation and neglect; conducting best interest assessments and best interest determinations for separated and unaccompanied minors; leading the provision of non-formal and formal education and recreational activities, promoting positive, healthy behavior amongst youth and parenting skills.

 

 

Scope of work:

The CYPD Coordinator reports to the Program Coordinator (PC) based in Kasulu. S/He is responsible for the overall development and implementation of quality CYPD programs, in compliance with donor requirements and the CYPD sector strategy. S/he will lead CYPD program design including proposal development; ensure the objectives of the CYPD programs are met in a timely manner, and are being monitored and evaluated effectively; ensure that CYPD staff receive appropriate mentorship and professional development and that a positive team spirit is fostered encouraging innovative and quality programming. Additionally, the CYPD Manager will collaborate with other sectors to ensure that child protection is consistently mainstreamed across IRC sectors.

 

Key Responsibilities:

  • Participate in the IRC Tanzania Country Program Strategic Action Plan and lead the implementation and review of the CYPD sector strategy, in line with the IRC Program Framework, the IRC Global CYPD strategy.
  • Oversee the IRC’s Child Protection and Education sectors and activities in close collaboration with the PC, Education Manager, Child Protection Managers and the Child and Youth Protection and Development (CYPD) Technical Unit.
  • Coordinate the quality implementation of child protection activities in Nyarugusu camp, ensuring adherence to IRC Tanzania’s CYPD sector strategy, the CPWG Minimum Standards for Child Protection in Humanitarian Action, as well as donor agreements and regulations.
  • Coordinate the quality implementation of education and youth development activities in Nyarugusu camp, ensuring adherence to IRC Tanzania’s CYPD sector strategy, the INEE Minimum Standards, as well as donor agreements and regulations.
  • Contribute to the improvement of program quality and delivery through the establishment of strategic partnerships and coordination groups to maximize program impact and effectiveness and avoid duplication. This includes coordination with local government and civil society and building strong relationships with relevant Ministry officials (e.g. Education, Ministry of Social Welfare), donors, partner organizations and other stakeholders, establishing IRC as a key actor in Education and Child Protection
  • Coordinate and monitor the quality, timely implementation, financial management and reporting of the CYPD program, in compliance with donor requirements;
  • Serve as a lead focal point for IRC Tanzania for advocacy, initiatives and events relevant to Child Protection and Education
  • Collaborate with other sector supervisors and the PC to ensure case management coordination and mainstreaming of child protection principles across sectors and across various different humanitarian agencies working in child protection.
  • Identify gaps in data collection and develop tools and systems to ensure quality and consistent program monitoring;
  • Ensure accurate and timely collation of key programmatic data for internal site reports and external reports. 

 

Requirements

  • Masters degree preferred (International Relations/Development, International Law, Social Work, Education or related field);
  • 5 years program management experience in humanitarian settings in Child Protection and/or Education
  • Experience in the coordination of case management/ FTR in humanitarian settings
  • International experience with preference in Africa
  • Experience working in partnership with local government institutions, strengthening local child protection systems;
  • Experience working in refugee camp settings a plus
  • People management skills: the ability to effectively lead and supervise staff;
  • Fluency in English; ability to communicate in Swahili or French a plus;
  • Organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment; experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment.
  • Computer skills: knowledge of MS Word, Excel, power point and email/internet software.

 

Work Environment:

 

The position is based in the rural town of Kasulu in Tanzania’s northwest Kigoma region, and requires regular monitoring visits to the refugee camp of Nyarugusu. It is unaccompanied position with modest shared housing facility. General security situation in Tanzania is calm.

 

 

Personnel Management:

  • Supervise Child Protection Managers and Education Managers in Nyarugusu and assist in personnel management and staff discipline.
  • Carry out standard personnel management functions including performance management and support for professional development.

 

General Responsibilities:

  • Attend and participate in trainings identified organized by your supervisor.
  • Follow any new procedures and guidelines designated in circulars from Country Director.
  • Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (Tanzania and worldwide) as per the IRC Tanzania reporting mechanism. The reporting of violations is an obligation on the part of all staff members.
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.
  • Represent IRC at interagency meetings as assigned.
