For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM has been working in Myanmar since 1992. The organization currently implements 3 main projects:

  • A HIV/AIDS program, in Yangon and Kachin, targeting most at risk groups (sex workers, men having sex with men, drug users). The project is implemented with a comprehensive approach, including a wide range of activities for prevention (drop in centers, outreach activities including harm reduction, methadone substitution therapy) and care (STI diagnosis and treatment, HIV diagnosis and treatment, including ARV); current and future strategy focuses on supporting local civil society and health system in scaling up and provision of health services; the program is funded by Global Fund; 
  • In the aftermath of cyclone Nargis (May 2008), MdM implemented an emergency medical project, followed by a post – emergency project aiming at strengthening community health systems. The project is now being consolidated with a longer term approach with specific focus on Maternal and Child health; the project is funded by 3MDG until end of 2016 and is implemented in collaboration with the Township Health Department 
  • A ECHO project in support of health services in IDPs (Internal displaced camps) in Kachin. 

TASKS AND RESPONSIBILITIES:

As General Coordinator you work under the responsibility of the Regional Manager for Asia and inside the decision making-process of MdM (Responsible of mission, Desk Officer and General Coordinator).
Assisted by a deputy, you will perform your tasks and responsibilities under supervision of the Asia Desk Officer and Responsible of Mission (RM) in Paris.

With a 5 million Euros budget for 2014, you directly manage 7 people among a team of nearly 300 staffs; a Deputy General Coordinator, 3 field coordinators, a medical coordinator, an administrative coordinator and a logistic coordinator.

As General Coordinator you are the MdM representative in Myanmar, you supervise and co-ordinate all the programs implemented by MdM in Myanmar in the respect of people and goods’ safety, and in order to guarantee the programs’ pertinence and their compliance with predefined objectives and procedures.
You co-design MdM’s operational strategy in Myanmar (alongside Desk Officer and RMs), and provide leadership for the country program. You are responsible for ensuring the delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team.

With the support of a deputy who is in charge of daily program management and coordination, you will be in capacity to have a global and strong vision on MdM project in Myanmar.

More specifically you:

Program Management, strategy of intervention

  • Manage, supervise and support at country level the overall planning and implementation of MdM programs 
  • Design and accompany the strategy of MdM Myanmar Mission which is currently moving from a service delivery approach to technical support and capacity building of local actors, including civil society and MoH 

Administrative, Financial and Logistics

  • As budget holder, you should ensure a proper use of fund allocated, reporting to donors, yearly budget construction and review. You oversee budget follow up ensuring that country programmes are implemented within their budgets 
  • Ensure that appropriate logistics, administrative and financial structures and procedures are maintained in accordance with MdM rules and/or donors guidelines 

Human Resources

  • Support the mission in its changes and define HR needs in line with operational requirements. A focus is expected on stimulating transversality in medical position and integration of peer as team members and encourage their promotion 
  • Support coordinators in their role as managers 
  • Accompany the team in these operational changes 
  • Directly manage 7 coordinators (defining their objectives, appraisal…) 

Security

  • Update and ensure proper follow-up of the security guidelines. Supervise their implementation and adherence by the teams 
  • Ensure a constant watch and analysis on contextual geopolitical and security issues 
  • Ensure the reporting of incident to Headquarter 

Reporting, communication

  • Organize the writing of narrative reports to donors and ensure respect of deadlines 
  • Ensure Regular reporting to HQ (context analysis, on-going activities, pending issues, etc. through monthly written co-ordination reports + regular e-mails and weekly phone contacts) 

Representation

  • Represent MdM to Local Authorities, International Donors, International Organisations other NGOs and other MdM Network 
  • Represent MdM with donors and play a lead role in organising donors’ visits and fundraising 
  • Carry out negotiations and maintain regular relations with the authorities at different levels and other stakeholders and ensure compliance with agreements, MoU and contracts

SKILLS AND EXPERIENCE NEEDED:

  • Minimum of 5 years’ experience in program management in an international context 
  • Aptitude to high level representation / At ease with human relationships / Good communicator 
  • Team manager with a strong leadership 
  • Strategic, independent, analytical and solution oriented 
  • Good writing skills 
  • Experience in community development, local and civil society support and development 
  • Experience in partnership development with local authorities 
  • Skills in political and geopolitical analysis 
  • Ability to work in politically sensitive environment 
  • Ability to remain calm in any circumstances 
  • Team spirit, sense of collaboration, dialogue and negotiation 
  • Impartiality ; diplomacy ; adaptability 
  • Knowledge of Myanmar environment a strong asset 
  • You will be committed to MdM’s values as an organisation and be motivated by its non-statutory, Not-For-Profit model 
  • Languages: Fluent English (oral and written) mandatory
