Role & Responsibilities

To provide leadership for ERT field sites and staff, including creating work plans for emergency responses, ensuring quality implementation of WASH activities, line managing junior members of the ERT WASH team, and acting as team leader at ERT field sites. The position will also be expected to provide cover for the WASH Project Manager role whenever requested.

Project Overview

The WASH ERT’s goal is to reduce morbidity and mortality among populations affected by acute emergencies through the provision of water, sanitation and hygiene promotion services. The Medair Emergency Response Team (ERT) works in response to acute emergencies: displacement due to conflict or disasters, returnee/refugee influxes, disease outbreaks and in emergency level malnutrition.

Initial Contract Details

Full time, minimum contract 24 months

 

Key Activity Areas

Technical Management

  • Develop and manage work plans for field activities – regularly updating work plans and objectives to meet changing needs and gaps. Consult with WASH Project Manager to determine budget and timelines for activities.
  • Oversee the technical design and implementation of the projects – including water supply, sanitation and hygiene promotion activities – in liaison with the WASH PM, WASH Advisor and HHP Manager.
  • Support regular monitoring and evaluation assessments against ERT project indicators.

 

Staff Management/HR

  • Line manage a number of junior WASH ERT staff, including WASH technicians and Community Liaison Officers.
  • Conduct appraisals, manage R&R and holiday schedules, manage contracts, provide development & training opportunities.
  • When requested, act as the overall field site leader in charge of security and staff health issues, and overall coordination between teams.

 

Logistics/Finance

  • Monitor stock levels, and submit stock and purchase requests to the Project Manager in a timely manner.
  • Manage local procurement for all WASH items, with signing authority up to $2000 USD.
  • Manage WASH team movements at field sites.

 

Programme Coordination

  • Take part in all WASH Coordination meetings in ERT field sites, and at national and state levels as requested.
  • Liaise with relevant WASH NGOs, UN agencies and government WASH offices.

 

Reporting

  • Provide a week-end report to the WASH PM in Juba each week – detailing activity updates, work plan updates, materials needed and other key information.
  • Complete ToRs, assessments and intervention reports in a timely manner at the request of the WASH PM.

Qualifications

  • Engineering or public health degree
  • Training on water, sanitation and hygiene promotion in developing countries desirable

 

Languages

  • Strong working knowledge of English (spoken and written)

 

Experience / Competencies

  • 2 year of working experience with an international NGO
  • Management experience desirable
  • Able to input into WASH programme design and implementation
  • Experience with financial and logistics procedures
  • Good negotiation skills, especially in the context of another culture
  • Strong communication skills
  • Able to prioritise clearly
  • Capacity to work under pressure and to tight deadlines
  • Diplomatic and sensitive to cross cultural issues
  • Open minded, self-controlled, self-learner and flexible

Specific benefits for New Relief Workers (IRS)

(Applicants with less than 12 months relevant relief or development experience)

  • USD 300 per month.
  • As soon as 12 months relief work or its equivalent has been completed, a salary based upon the grade of the position, starting from USD 1,700 per month, and other experienced relief worker benefits.
