Health Project Manager - South Sudan

The Health Project Manager develops, leads, monitors and evaluates the assigned health project. This involves effectively managing and reporting on the project in line with the objectives, timeframe and budget with a focus on training and coordination. Other important aspects of the role include managing and training primary healthcare and reproductive staff to meet international quality standards in health care delivery, encouraging beneficiary participation, liaising with other stakeholders, and anticipating, planning, and contributing to the development of new health project proposals and reports.

Project Overview

Medair’s goal in the former Renk County is to reduce morbidity and mortality in vulnerable displaced and host populations through the provision of emergency WASH (water, sanitation and hygiene), healthcare, and nutrition services.  To accomplish this, Medair works in Abayok and Wunthou camps for internally displaced persons (IDPs) providing primary healthcare and outpatient nutrition services. In Abayok Medair provides 24 hour skilled delivery in Abayok and Stabilization Centre inpatient nutrition care. Medair is implementing integrated Community Case Management (iCCM) in remote villages where access to healthcare is difficult, and has set up Care Groups through which behavioural change communication messages reach more than 8,000 households.

Key Activity Areas

Health & Nutrition Project Management

• Manage the assigned health project in order to meet the project objectives.
• Provide strong leadership of the assigned health project, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities and local health staff.
• Contribute to development and implementation of an appropriate and effective health strategy.
• Set clear objectives and indicators for health activities in collaboration.
• Continuously monitor and supervise health activities, evaluating progress through outputs and impacts.
• Ensure accurate and timely reporting of all health activities according to Medair, donor and other applicable timeframes and formats.
• Develop new proposals, linked to assessed needs and gaps and the Medair country strategy, in conjunction with the relevant field managers and the Medair Health Advisor.

Staff Management

• Line-manage the Health Managers of the assigned projects.
• Facilitate regular meetings to assist information sharing between project staff.
• Provide coaching and technical supervision to staff. Assess the training needs of health.

Communication & Coordination

• Develop and maintain appropriate, regular, transparent and supportive communication structures with the objective of ensuring good cooperation and partnerships.

Logistics

• Ensure timely procurement of medicine and equipment supplies for delivery of the project.
• Liaise with the health, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

Quality Management

• Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
• Ensure health projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.

Qualifications

• Clinical degree or diploma (nurse, midwife or doctor).
• Strong working knowledge of English (spoken and written).

Experience / Competencies

• 2 years’ post-qualification nursing/medical professional experience.
• At least 1 year management experience in a health context, in a developing country.
• Clinical skills within a Primary Health Care setting.
• Knowledge of humanitarian principles, Sphere and HAP Standards and other humanitarian protocols.
• Able to prioritise and oversee multiple tasks. Able to set clear objectives for staff and to delegate.
• Capacity to work under pressure and manage personal stress levels.
• Creative, open-minded, flexible, self-learner.
