Background/IRC Summary

The International Rescue Committee (IRC) helps conflict- and crisis-affected people to survive and rebuild their lives. In South Sudan, the IRC has been one of the largest providers of aid for over 20 years, delivering emergency relief and post-conflict assistance since 1989. Globally, the IRC implements programs in education, health, governance and community-driven reconstruction, women’s protection and empowerment, and emergency response through a network of field offices and a range of institutional and community partnerships.

 

Job Overview/Summary

The IRC seeks a Deputy Chief of Party (DCOP) for the USAID-funded Community Engagement Project (CEP). This three-year community-driven development (CDD) program will engage a range of different types of communities in South Sudan and inform the design of future developmental interventions. The DCOP will assist the Chief of Party (COP) in project oversight including technical, administrative, operational, and logistical management of the project. In the absence of the COP, the DCOP will be responsible to lead the implementation of the project.

The successful candidate will have experience in CDD and demonstrate her/his capacity to be a key decision-maker and an adept manager, lead a diverse team of direct reports in Juba and field offices, and liaise with multiple implementing partner organizations to ensure operational and programmatic efficiency and success. This position is contingent upon funding.

 

Key Responsibilities

  • Under the guidance of the Chief of Party, provide leadership, supervision and oversight of project components to ensure efficient and effective project implementation including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables.
  • Assist the COP in monitoring project progress vis-a-vis expected objectives, and ensuring effective usage of resources and compliance with donor requirements.
  • Coordinate and manage relations with subgrantees, government officials, and other stakeholders.
  • Work with the COP to ensure effective use of resources in order to achieve program objectives in compliance with donor requirements.
  • Support the COP in maintaining an ongoing dialogue with USAID, including reporting to USAID through both formal and informal debriefings, as well as periodic reports.
  • Work with all key staff to identify technical assistance needs and arrange for the provision of assistance.
  • Ensure compliance with USAID, Government of South Sudan, and project policies and procedures.

 

Required Qualifications:

  • Minimum eight (8) years of experience in community development, sustainability strategy, institutional development or related technical areas (preferably in a post-conflict environment and/or in Africa, previous experience working with U.S. government regulations is a plus), grants management, and public-sector institutional capacity building.
  • Minimum five (5) years of experience working closely with community on sustainability strategies and supporting community development in transitional situations.
  • University degree in public administration, law, international development, international sustainability management or other relevant field.
  • Strong leadership, analytical and organizational skills. Demonstrated ability to quickly assess priorities and effectively manage a variety of activities at a time while paying appropriate attention to detail.
  • Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, in-country collaborators and staff at all levels of the organization.
  • Demonstrated ability to effectively negotiate and partner with communities, government officials, donors, and other stakeholders.
  • Understanding of USAID project management and program implementation requirements.
  • Strong MS Office skills, including Word and Excel.
  • Strong written and oral presentation skills in English. Fluency in written and spoken English is required.
