BACKGROUND:
Following the earthquake on January 12, 2010 the IRC immediately deployed its emergency response team to appropriately respond to needs within the community, including the protection of women and girls. The IRC’s current women’s protection and empowerment program partners with Haitian organizations and community-based actors to address the psychological, social, material and economic needs of women, girls, and survivors of gender-based violence (GBV), while advocating on their behalf throughout the reconstruction process in Haiti. The Manager for Women’s Protection and Empowerment (WPE) is responsible for providing overall leadership, guidance, management of implementation, and technical oversight to IRC’s WPE programs and leads efforts to better coordinate gender-based violence prevention and response efforts in Haiti.

SCOPE OF WORK:
The WPE Manager will be responsible for aspects of strategy development, program development and design, implementation, monitoring and evaluation of all WPE activities within the IRC Haiti country program. The WPE Manager will also ensure that interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of survivors of gender-based violence in target communities.

RESPONSIBILITIES:
Strategic Planning:
* Alongside IRC Haiti senior management and in collaboration with the Programs Coordinator actively contribute to the broader IRC Haiti strategic planning process and working collaboratively with country level leadership and other IRC program sectors.
*Lead the development of a WPE sector strategy in Haiti in collaboration with the Programs Coordinator that articulates the vision of the program in line with the country strategy.
* Guide the implementation of the WPE sector strategy through a specific work and action plan, in consultation with the IRC’s Women’s Empowerment and Protection Technical Unit at headquarters and in collaboration with the Programs Coordinator
* Collaborate closely with other IRC sectors to ensure all program sectors know how and can contribute to reducing the vulnerability of women and girls to GBV.

Program Quality:
* Ensure that all WPE interventions are technically sound in meeting the needs of GBV survivors and affected communities, according to national and international standards.
* Strengthen the technical capacity of the local IRC staff to be able to deliver high quality WPE programming.
* Develop partnerships with local organizations that improve their technical capacity to provide high quality services for women and girls.
* Ensure effective communication and support between WPE team members, including opportunities for debriefing and self care.
* Provide guidance and technical support to staff in sector-specific design and implementation of activities through regular field visits.
* Ensure field concerns and challenges are brought to relevant people in the country program and HQ WPE technical unit to push for standards and procedures that systematize how GBV is implemented and coordinated at the field level.
 
Monitoring and Evaluation:
* Establish/strengthen the monitoring and evaluation system to capture overall progress, ensuring program data is consistently collected and analyzed.
* Lead and/or participate in WPE and emergency response assessments in order to better plan and design program activities to maximize the safety of women and girls.
* Put in place ethical and sound data collection and information management systems for analysis, planning, and advocacy purposes.
* Lead in the design of monitoring and assessment tools and program evaluations, as needed.

Program Management and Development:
*Identify and pursue new sources of funding through developing strong in-country relationships with prospective donors and other forms of gathering information about new funding opportunities in collaboration with the Programs Coordinator.
* Develop and and provide inputs to new proposals ensuring that they promote high quality programming by responding to identified needs, in line with the WPE sector strategy, taking into account recognized best practices and minimum standards, and improving on lessons learned from earlier programs.
* Ensure the diversification of grants and donor support for the IRC Haiti WPE program.
* Develop and manage program budgets to ensure an appropriate and efficient use of resources, while complying with donors and internal requirements.
* Oversee strategic projects (determined by the country program) to ensure proper implementation, outputs are met, and timely reporting, according to donor needs and requirements.

Human Resources:
* Recruit, hire, and supervise WPE team members, using the performance management system to monitor and evaluate performance.
* Ensure training and ongoing coaching and capacity building opportunities for staff including technical, organizational, and management related skills.

Representation and Advocacy:
* Promote inter-agency and multi-sectoral collaboration in GBV prevention and response in all IRC program sites through actively engaging in internal and external coordination mechanisms.
* Ensure that IRC’s contribution to the GBV sector in Haiti is recognized and valued by all stakeholders through proactive participation in regular and ad hoc representation and inter-agency coordination.
* Maintain effective relationships with Haitian partners and organizations, donor representatives, sub cluster leads/members, and government officials.
* Develop strategic partnerships with local Haitian organizations, wherever possible.

REQUIREMENTS:
* Must have excellent French and English skills.
* MA/S or equivalent in health (MPH), social sciences, human rights or other related degree preferred.
* Minimum of 3 years related program management experience in a development setting; direct services experience and previous work in gender-based violence programming preferred.
* Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting.
* Excellent management, project planning, organizational, interpersonal, and communication skills.
* Strong budget management ability, overseeing multiple awards from a variety of donors.
* Preferably, experience working in a participatory manner with local NGOs and managing sub-grants.
* Academic and/or practical experience in designing and implementing training and capacity building programs for adults and national organizations.
* Ability to work with a variety of actors with multiple backgrounds, interests, and perspectives on the situation of women and girls in Haiti.
* Additional qualities: ability to multitask, work in high-pressure environments, improvise, be flexible, creative, and work in a culturally diverse and sensitive setting.

WORK ENVIRONMENT:
For international candidates: This is an unaccompanied position. The IRC provides shared housing with individuals sharing common areas but with a private room and private bathroom.  An internet connection is available for use at houses.
