Contract length: 12 months


The role

The DCOP supports the Chief of Party (COP) in providing technical and strategic guidance and oversight of the project and in representing the project to senior officials of the DRC Ministry of Health (MOH) and Social Services and other development partners group on health. The DCOP takes the lead in coordinating program development, implementation and reporting, and works very closely with other the Signature Program (SP) Senior Management Team and field staff based working in Kasai Oriental and Kinshasa provinces overseeing the Signature Program’s major technical components, and other program staff to ensure results and synergy in the development and implementation of the Signature Programme (SP) according to Save the Children Theory of Change.

In the absence of the COP, the DCOP assumes overall responsibility for the project. The DCOP provides support to the Chief of Party in the areas of strategic leadership, management, and technical direction. The DCOP provides technical expertise related to all aspects of a country's health system, including health financing, health information systems and technologies, integrated services delivery, human resources for health, and governance and health policy. It is expected that the DCOP is familiar with DRC Health System.


Qualifications and experience

Essential

  • Masters degree in Public Health with concentration on health policy and management, and/or health system management in developing countries
  • A Master’s degree or higher in Public Health, Pharmacy or equivalent related field.
  • Minimum 10 years of combined professional experience in the public health sector, or program management for international development projects including field experience with large, complex, and integrated public health projects in developing countries.
  • Proven experience in the successful implementation of health system strengthening projects.
  • Technical experience in one or more of the following areas: Family Planning, Maternal Neonatal and Child Health including Nutrition, Malaria, HIV/AIDS, CHPS & Private Sector, Health Information Management, Logistic Management and Health Systems and Management as well as Performance Based Financing.
  • Proven ability to work with government officials, international partners, local health staff, and other local stakeholders in the design and implementation of health programs; experience with faith-based organizations preferred
  • Excellent analytical and written and oral communication skills
  • Cross-cultural sensitivity a must; experience in living and/or working in developing countries preferred
  • Experience working with professional and support staff in a multicultural, multi-linguistic environment.
  • Proficiency in Microsoft Office applications including MS Word, Excel, PowerPoint.
  • Ability to multi-task, thrive in a fast-paced environment and adhere to deadlines.
    English and French proficiency are required
  • Willingness to work and travel in often difficult and insecure environments.
  • Commitment to Save the Children’s Child Safeguarding and other global policies, and to Save the Children values.
  • Excellent understanding of child rights programming.

Desirable:

  • Working experience in other countries of the Great Lakes context in challenging and insecure areas.
  • Experience in promoting children’s rights, including participation in programming, design, implementation and evaluation.
