Contract length: 2 Years with option for extension

The role
As a key member of the regional leadership team, the Director of Program Quality Support – Asia (DPQS) will provide leadership and direction for the institutionalization of a comprehensive program management model for two Asia regions. This encompasses the full cycle of program design, monitoring, evaluation, accountability, learning and supports organizational planning and reporting requirements, for Save the Children international programs in both emergencies and development context. This role will also lead cross-cutting program initiatives (including sourcing program quality support, TA provision, continual improvement, partnerships, and other strategic and business projects) and direct strategic programming trends and learning from the region.

Qualifications and experience

QUALIFICATIONS AND EXPERIENCE

Essential
- Extensive experience in MEAL in international development and emergency programs, including
- Strong practical experience in project/program monitoring and evaluation (preferably field-based)
- Experience working with multiple countries and/or organization headquarter units on MEAL issues
- Knowledge of and experience with a range of MEAL tools and techniques
- Track record in developing and implementing MEAL strategies for program delivery
- Demonstrated ability to thrive in a matrix management environment. Highly developed interpersonal and communication skills including influencing, negotiation and coaching. Substantial training and capacity building experience preferably in large transition environments.
- Experience in developing and implementing organisational vision and strategies
- Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
- Cultural sensitive, with highly developed interpersonal and communication skills including influencing, negotiation and coaching.
- Experience of supporting and developing programmatic staff with different backgrounds and expertise
- Experience of building personal networks at field and senior levels.
- Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
- Commitment to Save the Children values.
- Ability and willingness to change work practices and hours in the event of major emergencies.
- Willingness to travel in developing countries (varying, but expected to be 50% of time).

Desirable
- A degree in a relevant field either in relation to development, monitoring and evaluation or in one or more of Save the Children’s thematic areas (e.g. education, public health, nutrition, child protection, HIV/AIDS, child rights and emergency response) is considered a plus.
