Philippine Red Cross through its members, volunteers and supporters nationwide remained in the frontline in fulfilling its role as auxiliary arm of the government`s rescue and relief efforts while pursuing part of its proactive humanitarian role of involving itself in pre-emptive programs meant to prevent loss of lives and suffering. This involves capacity-building of communities, developing in them a collective resilience approach in times of natural and human -induced disasters and establishing safe living conditions for individuals.

We are part of the International Red Cross and Red Crescent Movement, the world`s largest independent humanitarian network and are committed to and bound by its fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

The Typhoon Haiyan response in the Philippines is a major emergency operation with BRC providing support to the Philippine Red Cross (PRC). BRC provided substantial support in the relief phase through the provision of technical specialists in logistics, emergency shelter, communications, information management; in-kind emergency relief stocks and equipment; cash contributions to support the operation including emergency cash grants and PRC operational costs.

PRC is now engaged in the recovery phase of the operation and BRC, as one of its bilateral partners, has scaled up its presence in-country and establishing a dedicated team that is supporting PRC in implementing an integrated recovery project in the typhoon-affected area of Iloilo Province. Recovery priorities include Shelter, Economic Security and Livelihoods, National Society (NS) support and capacity building, Health, WASH, community preparedness and community resilience.

As part of its support to PRC the BRC has agreed to provide a MEAL Delegate to be embedded in PRC but with some responsibilities in supporting the element of PRC Haiyan recovery operations supported by BRC.

Overall purpose of the role:

1. To support PRC Headquarters strengthen practice in monitoring and evaluation, working in collaboration with other supporting PNSs.

2. To provide specific support to PRC`s Ajuy M&E team in the monitoring, evaluation, accountability and learning (MEAL) of the PRC-BRC multi-sector Recovery Programme being implemented in Iloilo Province.

Working at both programme level and organisational level, this exciting role would suit a person with the both technical skills and team working ability to establish themselves within a well organised national society. Philippines Red Cross is intent on ensuring quality in its current programmes and to take lessons from their large Typhoon Haiyan response forward into its future programmes.
