For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

The goal of MdM in Turkey is to offer care to the Syrian civilian populations.
The MdM’s Turkey / Syria mission officially opened on the 25th of July and gradually grew around three main objectives:

  • Provision of Emergency Primary Health Care services and basic reproductive health services to displaced and vulnerable population in Northern Syria 
  • Provide emergency medical relief/support to Doctors working inside Northern Syria 
  • Provide quality postoperative and rehabilitative care 

In North Idlib, the first operational tent to provide basic care services for people of the camp was set up on the 24th of October 2012.

Since then:

  • 7 Primary Health Care Centers are delivering primary health services in North Idlib area. 
  • A Women and Child Center is open, with Post-Partum Unit and Sexual and Reproductive Health Care unit. 
  • Mobile teams are assessing new needs and provide medical treatment to patients living too far from the present clinics. 
  • Emergency medical relief sent to medical facilities and medical stakeholders inside Syria. 

MdM supports since the beginning of August 2012 a rehabilitation center run by a Syrian NGO. This support is brought through an expatriate medical team and regular funding. Support to another post-operative and rehabilitation center in Syria started in October 2013.

TASKS AND RESPONSIBILITIES:

The medical coordinator works under the responsibility of the general coordinator and is in charge of the implementation, follow up and supervision of the different medical activities in Turkey and in North Syria.

He/she will coordinate the activities of MDM team inside the post-op and rehab center.
He/she will coordinate medical aspects of our support to different partners.
He/she will participate to the emergency preparedness.
He/she will participate to the elaboration of our strategy and our activities in Syria: assessment of the needs, implementation of medical activities, including the definition of the HR set-up needed.

More specifically, the Medical Coordinator will be in charge of:

1 - Team management

  • Recruit and directly manage a Deputy Medical Supervisor for the mission. 
  • For Turkey component, in collaboration with the FieldCo: 
  • Participate to the recruitment of any medical local and expatriate staff (if required) 
  • Support and supervision of MDM medical team inside the center 
  • Organise regular meetings, briefings and debriefings with the medical team 
  • For Syria component, in collaboration with the FieldCo: 
  • Participate to the recruitment of any medical local staff (if required) 
  • Emphasize on capacity building of the national medical team especially (until now no national medical staff). 
  • Support and supervision of MDM medical team inside Syria 

2 - Program Management

  • Participate to the development of the general strategy on MdM activities with the General coordinator and the team 
  • To make sure the different components of the program are consistent and in link with population needs 
  • To react to any change by adapting the program if necessary (outbreaks, new needs arising, opening of new programs, and influx of returnees, IDPs…) 
  • Implementation of medical activities in link with the needs of IDPs or population inside Syria (training of doctors, training on health education, capacity building on reporting, pharmacy management etc.) 
  • To analyse the medical data received and provide a feedback to the Coordination team and the medical referent. 
  • To monitor on a regular basis the different components of the program and to set up corrective measures in case of need 
  • To co-operate with the administration team regarding budgeting relating to medical purchases 

3 - Coordination with NGOs, MoH, local associations

  • To participate to the different medical meetings especially the Health Working Group and any relevant medical coordination mechanisms 
  • Liaise with the legal or appointed medical authorities in Turkey for Syria 
  • To ensure coordination and work in close collaboration with partners 
  • To evaluate the needs and request of our partners (in particular for indirect and direct help inside Syria) 

4 - Management of medical stock and logistic chain for medical purchase

  • To supervise medical purchase process 
  • To ensure the supervision of the pharmacy (consumptions, orders & inventory) in link with logistic team 

5 - Relationship with the Emergency desk and RM

  • To follow up medical issues and sharing of information in particular with medical referent 
  • To write the medical part of the monthly report 
  • To participate in the writing of donors activity reports 

This list of activities is not exhaustive and may change depending on the situation.

CONDITIONS OF EMPLOYMENT:

  • Starting: Mid-September 
  • Duration: 12 months 
  • Contract : EMPLOYEE (French contract) 
  • Short term contract 

SKILLS AND EXPERIENCE NEEDED:

Skills required :

  • Doctor, Nurse or Midwife 
  • Significant experience in similar positions or in humanitarian sector. 
  • Knowledge of public health issues 
  • Experience in remote management and emergency response 
  • Experience in hard negotiations with local authorities, partners and staff in a tricky context 
  • Capacity to work in an volatile security context and able to apply strict security rules 
  • Capacity to create relationships with the communities 
  • Ability to manage a team and work in an international team 
  • Ability to have a global overview of a program (not only on medical plan) 

Personal skills required:

  • Ability to take quick decisions according to the context in coordination with the team 
  • Reactivity, anticipation, adaptability, capacity to take initiatives 
  • Organizational skills 
  • Good writing and communication skills 
  • Ability to manage priorities 
  • Team spirit

Languages:

  • Fluent English (oral and written) mandatory 
  • Arab is an asset
