Role and Responsibilities

Lead and manage the provision of HR services to Medair HQ and centralised elements of Medair-wide recruitment activities. Lead, manage and develop key HR work processes (recruitment, ROC preparation and payroll) to enable the overall HR team to deliver maximum performance. Contribute to the development and leadership of the HR Department who are charged with attracting and retaining a workforce able to fully deliver Medair’s mission of relieving human suffering.

 

Project Overview

Medair Headquarters (HQ) provides operational guidance for country programmes and activities, along with both technical and compassionate support for our relief workers. Within our headquarters, we are also responsible for promoting the work of Medair to the world, to raise and manage the funds needed to run our life-saving and sustaining programmes. Our headquarters teams are also responsible for recruiting international and HQ staff, and like our field teams, we are committed to serve the world’s most vulnerable with practical and compassionate care.

Key Activity Areas

Work Coordination and Process Management

  • Process development and management of key HR processes.

  • Coordination of various contributors to enable alignment and maximal performance.

  • Gathering and review of critical process metrics to highlight areas of concern and instigate remedial action.

  • Monitoring and adjustment of resource alignment to tasks to optimise outputs.

  • Regular review of end-to-end process impact and results.

  • Key process change control with decision-making aligned to macro view and results orientation.

  • As with all HR roles – may be called upon to assist in the fulfilment of other roles in the case of team absence or critical cover requirements.

     

    Staff Management

  • The HR Manager (HRM - HQ) is responsible for defining and ensuring the effective application of Medair HR HQ policies and procedures to ensure that HQ staff are optimally recruited and managed.

  • Is required to inform the HR Director immediately if a situation may put Medair’s reputation at risk.

  • Leads the definition, development and implementation of HR best practices, systems and legal requirements and to manage assigned HR projects.

     

    Staff Administration

  • Responsible to ensure accurate and timely HQ and CH staff payroll, to manage the employer’s legal and social obligations and is focal point and is responsible to provide a service to HQ staff on insurances, labour law, legal obligations etc.

  • Oversees effective use of probation period or dismissal if necessary, in consultation with departmental line management, whenever needed. HRM will be consulted on key HQ staff management issues.

     

    Staff Resourcing and Development

  • Develops appropriate training and development strategies and plans designed to enhance HQ staff performance and optimal mission delivery. Further develops and coordinates with Directors and Managers the preparation, career planning and induction process of HQ staff.

  • Oversees and further develops high quality recruitment and selection processes and outcomes for HQ staff in collaboration with Managers / Directors of other departments. Oversees HQ workforce and succession planning to ensure proactive thinking for recruitment and replacement.

     

    HR Systems Development

  • Leads the optimisation of HR systems (notably Wigi and Navigator) to enable policies and procedures to be more effectively and efficiently delivered.

  • Simplifies and optimises the generation and presentation of HR metrics to enable:

    • Agile adjustment of workflow by HR team.

  • Review and monitoring by HRD and wider management team.

 

Qualifications

  • University degree in relevant subject or equivalent professional qualification or experience

  • Human Resources qualification desirable

     

Languages

  • Strong working knowledge of English (spoken and written)

  • Strong working knowledge of French (spoken and written) desirable

     

Experience / Competencies

  • 1-2 years of relevant professional experience in administration / human resources position

  • Previous experience working in a cross-cultural setting, preferable in the HR sector

  • Able to effectively span HQ and Field team work boundaries

  • Able and willing to provide spiritual leadership and modelling of Medair’s values

  • Strong leadership skills; consultative management style; accountable decision maker

  • Strong organisational and time management skills; coaching and training skills

  • Excellent communicator; commitment to best practice; good interpersonal and conflict resolution skills

  • Able to develop, coach and support peer and other team members

  • Good understanding of cross-cultural issues; diplomacy in interactions with local authorities

  • Able to cope with basic living conditions during field trips

  • At least one year of professional experience in a relevant field (more experience preferred)

  • Strong working knowledge of English (spoken and written)

  • Working knowledge of French (spoken and written) for French-speaking roles

  • Competent with MS Office Word, Excel, PowerPoint and Outlook

  • Motivated by a spirit of service

  • Solid team player
