MdM has been working in Myanmar since 1992. The organisation currently implements two main programs in country:

- An HIV/AIDS program, in Yangon and Kachin, targeting most-at-risk groups (sex workers, men having sex with men, drug users). The project is implemented with a comprehensive approach, including a wide range of activities for prevention (drop in centres, outreach activities including harm reduction, methadone substitution therapy) and care (STI diagnosis and treatment, HIV diagnosis and treatment, including ARV); current and future strategy focuses on supporting local civil society and health system in scaling up and  provision of health services; the programme is funded primarily by Global Fund;

- In the aftermath of Cyclone Nargis (May 2008), MdM implemented an emergency medical project, which entered in January 2009 a post–emergency phase, with the launch of a project aiming at strengthening community health systems. As of January 2011, the project’s focus has shifted explicitly to Mother and Child Health (MCH).This programme is funded by 3MDG.

 

TASKS AND RESPONSIBILITIES:

Under the direct supervision of the General Coordinator (GenCo), the Administrative and HR Coordinator is responsible for the overall management of HR, administrative and legal aspects of the projects in order to guarantee rigorous and transparent procedures and management, to fulfil the objectives of the mission and to respect MdM guidelines. 

The Administrative and HR Coordinator works in close collaboration with the Finance Coordinator and technical advisers at Headquarters (HQ).

1. Legal framework

- Maintain all formalities required by the local authorities, within the times allowed.

- Supervises the framework writings of the various contracts (rental contracts, service providers, etc.)

- Checks on the existence, monitoring and the archiving of all documents and contracts (rental contracts for instance)

- Work with HQ and general coordination on all issues linked to maintaining registration and MoU with the Ministry of Health in Myanmar

- Develop contacts with lawyers for any issues or in order to prevent issues

2. Work organization

- Contribute to the maintenance of organizational charts, focusing on tasks and responsibilities as well as the definition of hierarchical and functional relations, position titles, etc.

- Supervises the production of monthly organigrams at base and coordination level

- Updates the Function and Salary grids when needed and ensures its strict implementation at bases

- Helps developing job profiles in the respect of the Function Grid

- Participates in the definition of Human Resources needs in terms of writing project proposals and any amendments

3. Recruitement, training of all employees and promotion of career development:

- Monitor and continue development of fair and transparent procedures for recruitment, including alternative candidate sourcing approaches

- Maintain and enhance the annual evaluation process

- Define, follow-up and monitor training plan for the staff in accordance with legal requirements and MdM guidelines

- Works in coordination with the managers of all concerned department with regards to recruitments and HR management

4. Staff administration and payroll:

- Supervise administrative and payroll procedures which conform to labour and social security legislation and with MdM guidelines

- Improve the quality of the tools used in staff administration and payroll, and update its procedures accordingly

- Support team regarding the monthly payroll

- Improve the archiving of HR files

5. HR policy

- Develops HR policy regarding the context in Myanmar: maintain internal regulation, study the local labour and tax law

- Supervises the development and implementation of MdM policy for Peer Educators and their transition to the workforce

- Maintains database for the relocation allowances and monthly food basket

- Ensures the application of MDM rules for the national staff (administrative formalities, recruitment process, contracts, constitution of individual files, briefing of new employees, confidentiality of HR information, etc.)

- Supports implementation of the new medical coverage policy

- Ensures that the general HR administration procedures are in place

- Shares and compares with other NGOs conditions of employment and rules

- Ensures that organisational charts are coherent and are conform to MdM classification grid, ensuring that remuneration systems are fair and consistent with the cost of living for local employees

6. Administrative management of the expatriate staff:

- Ensures the existence of written job profiles validated by the technical coordinator

- Ensures the application of local legislation concerning the expatriate personnel (visa, tax etc.)

- Participates in the definition of living rules and working conditions.

- Supervises the constitution of individual files

- Makes arrival and departure briefings about the administrative and contractual aspects

- Supervises the payment of monthly per-diem for volunteers, and advances for expatriates

- Respects the rules for expatriate management regarding to their status (volunteer, salary, desk)

- Follow-up administration of expatriates with HQ: e.g. modifying flight tickets etc.

7. Team management

- Supervises the overall recruitment and training of the administrative and HR staff

- Supports the Administration Supervisors/Site Administrators and the Coordinators for any administrative and HR issues

- Provides regular evaluation to the team under his/her responsibility

- Advises GenCo on disciplinary measures related to HR staff

8. Communication; Reporting; Capitalisation

- Contribute to the Country Monthly Report on the admin/HR part

- Participates in the weekly team meeting

- Ensures that copy or originals of all legal documents and contracts are timely sent to Paris HQ.

SKILLS AND EXPERIENCE NEEDED:

Experience of 2 year minimum in a similar position (approx. 270 staff and 80 Peer Educators across 4 project sites)
Autonomous 
Experience in negotiations and relations with local partners and authorities in a moving and difficult legal, administrative and political context
Ability to work in developing/unstable context
Good computer skills (database management)
Diplomacy
Fluent in English
Experience in HR management
Knowledge of French is an asset
Ability to work under a minimum of supervision
Reactivity, anticipation, adaptability, capacity to take initiatives
