The Syria Country Director (CD) is responsible to lead CARE's strategy and operations in Syria, with an emphasis on fulfilling CARE’s humanitarian mandate in line with the CI humanitarian strategy and CARE’s global vision and mission. The CD will continue the process of establishing a ‘CARE Syria’ country office that takes into account the already existing operations and programs being managed from the neighboring country hubs, identifying ways for greater harmonization and efficiencies towards a ‘whole of Inside Syria’ approach. It is envisaged that all of CARE’s inside Syria operations will eventually be under the management of the CARE Syria CD.  The CD reports to CARE's Regional Director. The Country Director drives for impact that benefits women and girls, addresses injustice and discrimination, and enhances the lives of poor and vulnerable communities. The CD provides strategic leadership and guidance to CARE’s regional teams delivering CARE’s programs inside Syria from hubs in neighboring countries.

The CD will lead the country team in identification, development and implementation of viable (financially, culturally/context appropriate as well as from a safety & security perspective) programming in this complex operating context. The CD is responsible for implementing and updating the Emergency Response Strategy, and ensuring both partner capacity building and remote monitoring are key priorities for CARE’s programs to stay true to our commitment to strengthen Syrian civil society for the future, as well as to verify the impartiality and accountability of CARE's program implementation. This includes operating from the premise that CARE’s operations are strictly focused on adhering to humanitarian principles and addressing the evolving humanitarian needs of the most affected, particularly women and girls, through strategic, time-bound, flexible and responsive programming. 

The position encompasses the strategic leadership and overall responsibility for staff safety and well-being; program design, implementation, monitoring and evaluation; resource mobilization; program support systems, including overall financial management of office and programs; establishment of sufficient internal controls, including due diligence and risk management of CARE and partner activities; assessing program financial viability; enhancing staff and partner capacity; improving program quality and communications with donors, CARE USA, CEG and other CARE International members. Overall, the CD plays a key role in assessing the viability of CARE's operations both in the immediate as well as longer term with the aim of fulfilling CARE's humanitarian mandate and to ensure CARE's presence has a significant contribution to addressing the continuing humanitarian needs resulting from the crisis in Syria, as well as the opportunities for resilience-focused livelihoods interventions.

The CD is responsible for maintaining an  up to date overview of the strategic, humanitarian and security context for programming to ensure that work is delivered in accordance with CI Code and humanitarian standards (HAP, Sphere, PIA, etc) impacting on Syrians affected by the conflict. The CD is also responsible for establishing and maintaining good working relationships with donors, local and international partners and to play a leading role navigating the complexities of government relations related to CARE’s work in Syria.

The CD provides effective coordination with donors, other INGOs and local NGOs within the context. S/he is the most senior country representative with coordination/consultation bodies within the humanitarian coordination system related to inside Syria operations. The CD works with safety and security focal points to ensure effective remote monitoring, including exploring alternative approaches to monitoring and quality control, including access within Syria.

The Syria CD is accountable for competent operational and risk management of CARE’s programs in Syria and ensures that staff abide by the CARE’s safety guidelines and instructions. This includes the proper management, well-being and safety of CARE staff and the proper stewardship of CARE's resources. The Syria CD models and ensures systematic practice of CARE core values – Integrity, Diversity, Equality, Excellence and Transformation.

The Syria CD models new ways of working and drives the teams toward the CARE 2020 vision, fostering innovation, holistic planning and programming and helping to build effective teams, coalitions and networks. S/he encourages on-going staff development to motivate and strengthen the teams’ resilience in the face of change.   

The position for the foreseeable future will be based in Amman, Jordan with 30-40% travel.  This is an accompanied position, but if/when the position relocates inside Syria, it will become an unaccompanied position. Syria is an extremely complex operating environment, the current security rating for Syria is Extreme, and our programs are currently operated through local partners (although we aim to establish physical presence as/when feasible). Thus, the CD will be required to espouse, at all times, the Safety and Security Principles of CARE and comply with Security Key Performance Indicators.  The Country Director will need to be savvy in analysis and swift in action to ensure that staff, partners and resources are safe, and CARE’s identity and reputation is upheld at all times.  The position is demanding and at times highly stressful requiring the CD to lead and manage in situation of high pressure and stress.

Specific Requirements include:

Bachelor’s degree in related field

8 – 10 years in a senior management position in development field

Strategic and Operational management:

•Experience managing large scale emergencies


•Demonstrated experience in leading strategic and operational planning


•Extensive conceptual skills including strategic analysis


•Demonstrated management skills in a complex international setting


People/Relationship Management:

•Demonstrated self-awareness, leadership and interpersonal skills


•Strong human resource management skills including capacity building, coaching and conflict management


•Experience supervising and developing a multi-disciplinary team in a cross-cultural setting


•Demonstrated interest and ability to give feedback, develop, motivate and lead a diverse team to achieve results


•Demonstrated us of positive coping strategies in a stressful environment


Financial Management

•Knowledge and experience with financial management as demonstrated by ability to:


•Manage a complex budget


•Effectively follow up on internal and external audit recommendations


•Ensure donor compliance and reporting

Information/Knowledge Management


•Ability to establish a learning culture within the CO and to facilitate knowledge sharing across CARE


External Relationships/Fundraising

•Experience in successfully managing various forms of partnerships with national and international NGOs, etc.


•Experience in establishing and maintaining collaborative relationships with donors and government counterparts


•Strong representation, influencing and negotiation skills
