In Liberia, the IRC is scaling up its response to the Ebola outbreak with an approach that will provides support to the Liberian government led response, while ensuring maximum safety of IRC staff. The IRC is currently assisting the Ebola response in Montserrado, Lofa, Grand Gedeh, and Maryland counties in coordination with County and District Health teams, as well as other international and national non-governmental organizations. The IRC is also expecting funding for a new Ebola Treatment Unit (ETU) in Monrovia, which will open in early November. 

 

SCOPE OF WORK

 

The Grants Manager will support the Grants Coordinator in administering the country program’s grant portfolio, which has grown exponentially in recent months due to IRC’s heightened Ebola response. The position is based in Monrovia with regular trips to IRC’s programs throughout Liberia. He/she will report to the Grants Coordinator, and will work collaboratively with the sector coordinators, technical advisors, and finance controller, among others. The expected start date of this position is December 15.

 

RESPONSIBILITIES

 

Grants Management & Compliance:

  • As directed by the Grants Coordinator, edit or draft all donor reports and ensure that reports are of high quality and submitted for review on-time;
  • In collaboration with the Grants Coordinator, schedule all  Grant Opening and Closing meetings, and track actions points for follow-up;
  • Develop and maintain grants management tools, such as funding trackers, reporting calendars, templates, and compliance guideline documents;
  • In collaboration with the Grants Coordinator, devise solutions for under/over-spending and other implementation challenges;
  • With support from IRC’s HQ grants staff, field donor compliance questions from IRC Liberia program and finance staff to ensure compliance with donor regulations; 
  • Maintain hard and soft files on IRC Liberia grant portfolio
  • Provide grants-related information to the Communications Manager for inclusion in regular situation reports and other internal/external communications

 

Proposal Development:

  • Support the Grants Coordinator in writing proposals and program amendments;
  • Manage the review of proposal through IRC’s electronic proposal database, OTIS;
  • Support the Grants Coordinator, Finance Controller, Supply Chain Coordinator, technical program leads, and Senior Management Team on the development of program budgets;
  • As needed, conduct visits to field sites in order to work directly with program staff on the development of proposals;
  • As needed and instructed by the Grants Coordinator, conduct meetings with donors regarding funding opportunities, progress updates, and other fundraising initiatives

 

QUALIFICATIONS

 

  • Master’s degree in relevant field
  • 3-5 years of experience in a business development role, preferably with an NGO
  • Demonstrated experience with coordinating funding proposals and progress reports from institutional and private donors
  • Excellent oral and written communications skills and demonstrated ability to produce and edits documents under deadline pressure
  • Working knowledge of budget development and management
  • Experience working in a multi-cultural setting and preferably in Africa
  • Demonstrated experience in managing a team
  • Competence with Windows, Microsoft Office
  • Ability to work in unstable security environments
  • Proficient written and spoken English
