The role:                                               To support and build the capacity of programme teams on writing and on-time submission of internal and external reports; support the implementation of an accountability strategy to improve programme impact and compliance with Oxfam and donor policies. To facilitate the production and sharing of the necessary documentation for the smooth functioning of the Country Leadership Team (CLT) and facilitate the organising and reporting of their meetings.

KEY RESPONSIBILITIES:

                                                                 

Information Management

  • Support the programme team to produce good quality reports, case studies, and learning documents. Cross check compliances as per the donor reporting requirements and timely submissions.   
  • Edit and finalise narrative and financial reports
  • Maintain OI funding grid and support on humanitarian funding
  • Maintain high quality documentation system as per the contract requirements
  • Research, mapping and analysis. Support Programme Funding Coordinator (PFC) in research and map existing and new donor prospects.
  • Keep the Oxfam accountability database (PeopleSoft) and shared files (electronic and hard copy) accurate and up-to-date at all times; understand and be able to advise programme staff on how to use PeopleSoft effectively when a programme has restricted funding from institutional sources.
  • Assisting with the production, sharing and updating of the range of documents necessary to reach overall agreement within the Country Leadership Team (CLT) on the introduction of 2020 and its implementation. Also assist with the organising and reporting of all CLT meetings and teleconferences.

 

Contract Management

  • Manage submission of reports, and support on contract preparation, donor and contract compliance
  • Ensure appropriate use of Oxfam procedures and systems
  • Minimise risk of non-compliance to donor contracts

 

Programme Development

  • Support on proactive programme and proposal development
  • Donor mapping and analysis of donor trends
  • Ensure Oxfam’s gender and diversity priorities are reflected in all proposals and communications to donors and feed back to programme teams when this is not addressed in programme implementation.

 

Build Capacity & Relationships

  • Provide advice and support to the programme, advocacy, humanitarian and programme support teams in reporting and restricted donor requirements
  • Understand needs of programme
  • Provide capacity building training, tools, and support to Oxfam colleagues on restricted funding.
  • Create a good working relationship with the Monitoring, Evaluation, Learning and Quality (MEALQ) team and Communications team to show impact in programmes to donors.
  • Create good working relationships with finance to ensure that donor funding is accurately allocated to specific budget lines

 

SKILLS AND COMPETENCE:

Essential

  • High quality written and spoken English language skills to write high quality reports.
  • Strong administrative skills and ability to effectively use technology and follow departmental procedures.
  • Numeracy, budgetary, and financial reporting skills, plus research and analytical skills.
  • Managing own time effectively.
  • Ability to work effectively with others influencing, supporting, informing and following as required in order to achieve the targets.
  • Information management and IT skills with good attention to detail in order to develop and analyse donor budgets and financial reports; and to develop / maintain, and give guidance on electronic and manual contract management and reporting systems. Knowledge and experience of MS Office packages essential.
  • Ability to manage a multi task work load and be flexible to altering priorities in order to respond to changing demands and meet deadlines.
  • Experience in training and building the capacity of others.
  • Ability to analyse information by using different tools and prepare good quality reports/ presentations/ materials
  • Effective oral and written communication skills with a wide range of people working in different situations.
  • Commitment to the principles of gender and diversity, demonstrable cultural sensitivity with a strong commitment and understanding of the values and principles of Oxfam.
  • Able to work independently, set own work plan, meet tight deadlines and balance competing priorities.
  • Willingness to undertake frequent travel and work in a flexible manner.

 

Desirable

  • Understanding of INGO programming and donor relations with at least 2 years experience
  • Experience in working with institutional donors such as DFID, ECHO, AusAID, CIDA, LIFT, World Bank, European Commission, etc.
