Job Purpose:

Based in Monrovia with regular travel to other field locations, the post holder will provide budgeting and financial management support to the Country Management team for all emergency grants. The Finance Manager will be responsible for sound financial planning, ensuring adherence to Concern Worldwide’s policies and procedures, donor finance reporting requirements, and the highest standards of financial management and accountability.

 

Main Duties & Responsibilities:

 

Financial Management of Emergency Grants

  • Timely review of all cashbooks received in order to meet reporting deadlines.
  • Review of cash and bank payments to ensure that they are properly coded, authorised and supported with sufficient documentary evidence.
  • Regular review of the bank books, cash books and any logistics reconciliations.
  • Ensure timely posting of books of accounts, journals and cost and donor allocations to ensure smooth preparation of monthly management accounts.
  • Assist in the reconciliation of the Balance Sheet on a monthly basis when requested
  • Assist the Country Financial      Controller in the timely & accurate preparation of monthly management      accounts for budget-holders and Country Management to ensure that they can      monitor the budget utilization and take appropriate action on any      significant variances.
  • Assist in the timely and accurate preparation of the Financial      Reporting Pack issued to Dublin.
  • Ensure appropriate and adequate filing      systems are established and implemented that will facilitate document      retention in line with Concern and donor guidelines and contracts.

 

Budgeting

  • Support the Country Management team and budget holders in the preparation and revision of the Country Budget and emergency programme budgets for external donor submission.
  • Ensure external budget submissions are in compliance with the terms and guidelines of the relevant donor agency.
  • Facilitate and provide basic training, technical support and guidance to country programme staff for skills improvement in the areas of budget preparation and monitoring, budget revision and reporting.

 

Donor Reporting

  • Ensure timely & accurate      preparation of emergency donor reports for external donors / agencies.
  • Keep up to date with donor regulations and ensure that all controls are in place to meet donor compliance.
  • Provide financial analysis where necessary especially on maximizing available funds and advise to CMT

 

Staff Management & Capacity Building

  • Assist in the development of the local      finance team particularly the cashiers to ensure that a good standard of      financial management is maintained during the emergency period.
  • Undertake financial training of      budget-holders, to assist them in enforcing financial controls &      making decisions based on financial reports.

PERSON SPECIFICATION

 

 

Education & Qualifications Required:

 

Essential:            Qualified Accountant ACA, ACCA, CIMA, CPA or equivalent

 

 

Experience Required:

 

Essential:

  • Financial management experience with Concern Worldwide or a similar organisation
  • Experience managing large and multi donor (especially USAID, ECHO, DFID, Irish Aid etc) programme budgets
  • Experience working in an Emergency context.
  • Excellent written and spoken English
  • Experience in developing staff capacity of finance and non-finance personnel
  • A good understanding of computer applications i.e. Microsoft word, Excel, communications systems and basic trouble shooting skills.
