The purpose of the Deputy Regional Director – Regional Syria Emergency Response (DRD-RSER) position is to provide and coordinate strategic and effective managerial and technical support to CARE USA-led country offices responding to the regional Syria crisis (i.e. Jordan, Turkey and possibly Syria).. S/he will line manage a team of technical specialists (advocacy, media/communications, grants/compliance and gender) and together will directly assist the Country Office Teams with regard to strategic initiatives as well as operational matters, such as program planning and budgeting, quality assurance and accountability, advocacy, and representation. The DRD-RSER will also be responsible to draw upon and coordinate the delivery of other CARE USA and CI resources, including short term technical assistance.

 

The DRD Regional Syria Emergency Response (DRD RSER) reports to the Middle East and North Africa (MENA) Regional Director and is responsible to oversee, monitor and coordinate the development and operation of CARE’s emergency programs in Turkey, Jordan and Syria, as they relate to CARE’s response to the regional Syrian humanitarian crisis. S/he will serve as CARE USA’s regional liaison with other CARE stakeholders (e.g. CARE USA HQ, CARE France, other CI members and CEG)who collectively are working to implement a quality, impactful and proportionate response to the Syrian Crisis.

 

The DRD RSER is responsible for ensuring effective strategic leadership by CARE USA of the humanitarian programming in support of Syrians in the region, ensuring appropriate coordination and strategic alignment, strengthened regional information-sharing, optimization of resources (human and financial) across the sub-region impacted by the Syrian crisis, liaising closely with CARE’s related operations to support displaced Syrians in Lebanon, Egypt, Jordan and Yemen.

 

The DRD RSER ensures that we are operating in line with established expectations (strategic plans, organizational standards), operating principles and CARE’s humanitarian mandate. In addition, the DRD RSER will ensure the relevance, coherence and legitimacy of CARE’s emergency programs in view of a rapidly changing context and aligned with longer-term development programming in the MENA region, with a shared priority focus on ensuring the rights and needs of women and girls. She/he works closely with counterparts in the region – specifically the Regional Emergencies Coordinator (responsible for oversight for all other humanitarian and emergency work in the region) and the CARE USA focal points (e.g. DRDs, DCAU, CIM program officers) responsible for Program Support and Program Quality.

The DRD RSER collaborates with key colleagues in the wider organization, as appropriate and keeps abreast of developments in the region particularly as the Syria crisis evolves. S/he will represent CARE in appropriate external forums, particularly in regional meetings. She/he will spend significant time working with the CARE USA Country Offices in the countries affected by the Syrian crisis as well as coordinating/liaising closely with CARE France - led operations based out of Beirut. There may be need for some travel outside the sub-region.

 

The DRD SER should be an exceptional individual, combining significant experience in international relief and development with specific skills and experience in strategy development and management, as well as demonstrated operational experience in the areas of program quality, accountability and impact, working in partnership, staff development, coordination and teamwork. The position requires excellent English language communication skills, with a strong capacity in Arabic and/or Turkish beneficial. The position will be based within the sub-region (to be agreed), with a minimum of 40 - 50% travel required.
