Overall objectives
Working for the Head of Programs and coordinating with the Governance and CDD interventions Coordinator, the Protection Coordinator and the program Quality Manager, the Project Manager will manage an ambitious one year DFID funded Program of 1,6 M Pounds (with possible extensions) with 4 components: Protection activities (Information dissemination/referral/cash assistance), community center development and management (including income generating activities aiming to guarantee incomes and sustainability), informal education and psycho-social activities for children and youths, as well as capacity building of local partners.
Background
DRC is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. With the vision that no displaced person must be in want of help to find protection and durable solutions, DRC provides assistance and protection to conflict-affected in many of the major conflicts in Asia, Africa and Middle East. The assistance can consist of relief and other humanitarian aid, rehabilitation and support to returning home, and the promotion of durable solutions.
In Jordan, DRC has established solid emergency interventions including Cash Assistance, NFI distributions, Shelter, protection referral. DRC-Jordan is currently operating in Amman, Maan, Tafileh and Karak Governorates. Main Donors are ECHO, BPRM, OCHA ERF, DANIDA, SIDA and DFID.
DRC is now moving toward the implementation of projects aiming to respond to needs of communities dealing with a protracted crisis requiring strong mobilization mechanisms as well as toward community driven interventions.
The DRC’s work within this sector includes currently a large community based project in Amman working in partnership with service delivery institutions, and community organizations and, in partnership with an INGO, a CDD based project in the Northern Governorates. Working for the Head of Programs and the Community Mobilization Advisor will develop and systematize DRC’s Jordan approach to projects implying a strong community mobilization and participation component.
Duties
Under the supervision of the Head of Program and working closely with the DRC Protection and Community Mobilization Coordinators, Develop and maintain work plans, ensuring that the activities are implemented according to schedule and budgets, international standards, and program objectives. Supervise the protection staff directly, providing ongoing leadership and guidance to the team. In liaison with the Program Quality Manager, monitor the project implementation of against the program objectives and DRC Framework.
Prepare internal and external reports within agreed deadlines using DRC and donor formats, as required under the supervision of the Program Quality Manager
Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate. Attend the protection coordination meetings or represent the DRC in other relevant fora
Professional Standards
Direct responsibility for the spending and procurement plans and related systems for the projects. Participate in Grants Opening, Mid-Term and Closing meetings. Ensure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources
Recruit all national staff for the project in conjunction with the Human Resources Department
Overall responsibility for project staff timesheets, work plans, vacation schedules, and staff training/development activities
Ensure Performance Management System documentation for all staff is in place and followed up regularly
Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities.
Recommend and implement a capacity building/development plan for project staff based on documented capacity needs assessments exercise
Develop and maintain effective working relationships with all stakeholders, including community leaders, NGOs, UN agencies, community-based organizations and other DRC sectors to enhance cooperation and coordination
Participate in the development of proposals, budgets and concept notes in coordination with the Coordinators, the Head of Programs and the Program Quality Manager.
Any other duties as assigned by the supervisor to enable and develop DRC programs
Qualifications:
Master degree in international law, human rights law, international relations, social sciences, or equivalent;
Experience and Knowledge Required
At least 3 years professional technical experience, including 2 years of implementing as manager protection programs in emergency and conflict contexts.
Required substantial knowledge and proven experience in implementing, monitoring and evaluating community mobilization activities implemented in social centers
Demonstrated experience in project cycle management and capacity building
Experience in emergency settings / conflict areas.
Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders
Strong interpersonal, intercultural and communication skills
Excellent analytical and written skills, and good computer skills
Proven leadership skills and experience in creating, establishing and negotiating relationships and building alliances and networks with various stakeholders at community and senior levels.
Strong demonstrated experience in working with local partners
Fluency in English. Arabic a plus.
