WORK CONTEXT
Cesvi is active in the oPt since 1994 working mainly on gender and support to small scale enterprises. Since 2011 Cesvi increased its portfolio of projects focusing on two main sectors: WASH and environment (SWM). Cesvi has good and productive relations with several stakeholders, partners and donors and is aiming at increasing its presence in the country. Moreover Cesvi is investing in promoting and strengthening the role of National technical partners in its projects.
This year Cesvi has been granted by the Italian Ministry of Foreign Affairs funds for the implementation of the project: Miglioramento delle condizioni sanitario-ambientali nel Governatorato di Tulkarem attraverso il supporto alla raccolta e il riciclaggio dei rifiuti e la riabilitazione di discariche abusive – Green Tulkarem.
The specific objective of the intervention is to improve the management capacities of the JSC of Tulkarem through sound waste management and awareness activities, and to contribute to the protection of the environment through the rehabilitation of two illegal dumps.
The expected results are:
- Creation of a waste recycling system for organic and cardboard
- Increased awareness of LAs and civil society on waste management
- Rehabilitation of two dump sites to be used as public parks by the population
CESVI will implement its activities in close coordination with the JSC of Tulkarem and in collaboration with its technical partner CETAMB
JOB DESCRIPTION
The collaboration will last for 3 years for a total engagement of 6 months (2 months/year).
The first mission will start in August 2014.
The Technical Supervisor will be based in Tulkarem.
S/he will be responsible for:
- detailed planning of the project activities under her/his responsibilities in close coordination with PM and staff
- technical supervision and conduction of analysis and assessment
- maintain productive and smooth relations with partners, LAs and stakeholders.
The main activities, s/he will be involved are:
- Mapping of the main centers of green waste and cardboard production in the city of Tulkarem, Alsha`rawiya and Wadi Alsha`eer (year 1)
- Support, organization and technical backstopping for trainings and awareness seminars on sustainable management of waste (year 1, 2 and 3)
- Support and evaluation of the recycling system (years 1, 2 and 3)
- Support in training on compost techniques to members of the Tinnabeh Cooperative (year 1)
- Study of the impact of the new collection system (year 3)
- Support in the organisation of the Training Course on the reclamation and rehabilitation of landfills (year 1, 2 and 3)
- Technical backstopping for the rehabilitation of 2 illegal dumps in 2 villages (Attil and Der Al Gousun) (year 2)
- Support on the evaluation and technical backstopping for the implementation of small pilot projects (year 3)
S/he can be involved in project identification if requested by the CR and the HQ.
The TS reports to Project Manager and will respond to the CR and the Desk officer (HQ).
ESSENTIAL REQUIREMENTS
University Degree in relevant subjects
At least 5 years of experience in Urban SWM
Experience in capacity building and institutional set-up
Demonstrated attention to detail, ability to follow procedures, to meet deadlines and keep the project’s files and documents.
Good leadership, management, teamwork & interpersonal skills.
Fluency in written and spoken English and Italian. Strong computer skills including Microsoft Word, Excel, Outlook.
DESIRABLE REQUIREMENTS
Knowledge of the country (oPt)
Experience in development cooperation
Knolwedge of Arabic
