Under the supervision of the General Coordinator, you are in charge of the overall logistic support provided to the project. You supervise the logistics team based in Severodonetsk and in Luhansk.

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM is currently starting its operations in Ukraine. A number of exploratory missions have been undertaken in different areas of Ukraine in 2015. The mission focused on changes in availability of, and access to, healthcare due to the conflict. Based on the evidence gathered during this assessment MdM has decided to intervene to improve access and quality of health care services for vulnerable conflict affected populations in Luhansk Oblast.

 

Logistics coordination: -Work with the coordination team to define Mission objectives, strategies and budgets and ensure their day-to-day monitoring and management -Set-up logistic department, defines and implements logistic process and ensure that everyone is trained and respecting these process -Provide input on logistics matters to the Coordination Team for proposal and report writing -Work closely with the Administrative coordinator and the General Coordinator from information received from Field Coordinators and Logistician -Are responsible for all communications related to logistic issues with the Emergency Desk Referent Logistician.

Program activities: -Perform the role of technical adviser and take final responsibility for all logistical tasks of the Mission -Are responsible for the appropriate selection (in collaboration with the Referent Logistician in HQ), installation, use and maintenance of equipment across the following technical disciplines: Information Technology, Communications, Mechanics, Energy & Electricity, Cold Chain etc -Harmonize logistics tools and procedure for the mission -Take part to any assessment as per required -Develop and maintain good network of contacts to facilitate emergency responses and provide logistics support -Compile NFI follow-up and reports.

Procurement & Supply Chain -are in charge of the implementation, follow up and respect of MdM Logistics procedures (purchase, communication, stock management, fleet management, park status) -Develop, in collaboration with the rest of the Coordination Team and the Field Coordinator, a coherent procurement strategy that takes into consideration MdM’s Procurement Policy, donor requirements, project duration and needs, lead time and delivery constraints -Ensure the existence and maintenance of a supplier database and develop robust local supplier relationships at national level -Ensure systems mitigate risks from corruption and insecurity

Team management -Responsible for the line management of specified logistics staff in accordance with HR policies and procedures, including recruitment and performance management -Are responsible for the capacity building and training of all logistics staff to improve efficiency, awareness of, and compliance with, logistics systems and procedures -Brief and debrief staff on logistical and technical aspects of the Mission

Security -Implement and supervise the logistic aspects of the security pack -Follow-up the security context and any deterioration in this that could affect operations and provide guidance to teams/sites as required -Provide support and advice to the general coordinator/FieldCo for improving security management to project field sites as requested -Brief teams on the technical aspects of security -Guarantee the security of transport (passengers and goods) -Ensure the feasibility of evacuation plans (resources, assessment of the context, etc.)

Meetings, Representation and Reporting: -Attend MdM Coordination meetings and take part when relevant to the Field weekly coordination meeting -Represent MdM with relevant external organisations and networks at national level and actively networking -Attend (if any) national Logistic or Security related external meetings (clusters, Humanitarian Forum security meeting…) as per request by the General Coordinator -Consolidate logistics reporting (assets, fleet, premises …) and prepare monthly logistic report -Organise regular meetings with the capital and fields logistic teams, in order to share all information and problems, finding solutions where necessary

Ability to work in volatile security context
Very good perception of security constraints, with high flexibility regarding the events
Ability to work in emergency, to set up a logistical base and build up an operation
Necessity to manage priorities
Necessity to manage a team and work in an international team (diplomacy is compulsory, but management also)
Technical skills in : Security, supply chain, stock, team management, IT, rehabilitation
Be aware that Logistics is also paperwork, excel files and word documents
Must demonstrate flexibility to adapt to changing requirements
Negotiation skills.

Ability to listen and share decisions
Flexibility, Reactivity, anticipation, adaptability
Ability to communicate effectively with informants and contacts from widely-varied organizations and agencies

The logistics coordinator will be based on both sites: Severodonetsk and Luhansk and will regularly move to Kyiv.

Languages: English fluent; Russian/Ukrainian is an asset
