Trócaire is the official overseas development agency of the Catholic Church in Ireland. Established in 1973, today Trócaire works in over 20 countries throughout Africa, Asia, Latin America and the Middle East on issues including livelihoods, human rights, gender equality, climate change and emergency relief. Trócaire delivers support through local partner organisations and churches, enabling communities and families to move out of poverty and to tackle injustices that impact on their lives.  

 

Trócaire has a long history in Rwanda having opened an office in Kigali in 1994. Over the past 20 years Trócaire’s interventions have supported communities to deal with the trauma of the genocide, move forward into reconciliation and rebuild and restore livelihoods and communities. Today Trócaire works in 12 of the 31 districts with 25 partners supporting livelihoods, citizen participation and rights work.

2015 will see Trócaire Rwanda develop a new strategic plan to guide Country programming. This provides the Country Programme with an opportunity to grow programmes, diversify strategies and explore new programme areas. To deliver on this new phase, to develop a programme which is innovative and leading edge and to lead a skilled and committed team and partners through this phase, Trócaire is seeking a highly skilled development professional for the position of Country Director.

This is a senior position leading the development of Trócaire Rwanda Strategy, participating in the International Division management forum and contributing to the development of the organisational strategy. Based in Kigali, Rwanda, with frequent travel in country.

The successful person will have significant and demonstrated experience and track record of delivering quality results in dynamic and complex environments. Strong leadership is required to ensure significant impact on the lives of those benefiting from the programme. S/he will have at least five years’ experience in managing significant development and humanitarian programmes to the highest standards, and will have excellent leadership, motivational and negotiation skills. A strong and clear communicator, s/he will have experience in developing and nurturing relationships with key actors in the development sector, including bilateral and multi-lateral donors, UN agencies, international NGOs and networks, and government representatives. A keen and in-depth understanding of the recent history of Rwanda would be a distinct advantage.
