REQUIRED COMPETENCIES
Master’s Degree in development cooperation/ political science, economics or any other University Master’s Degree related to development cooperation

Previous field experience in school education, human and child rights, capacity building and ToT (minimum 1 year)

Demonstrated experience in project development and conducting assessment (minimum 2 years)

Demonstrated attention to detail, ability to follow procedures, to meet deadlines and keep the project’s files and documents

Good leadership, management, teamwork & interpersonal skills

Good communication skills with strong focus in donors’ relations

Strong computer skills including Microsoft Word, Excel, Outlook

Fluency in English and Italian (written and spoken)

DESIRABLE COMPETENCIES
Experience in working in complex and insecure settings

Creativity and capacity to think out-of-the-box

Experience in education (adults or young people)

WORK CONTEXT
Cesvi has been active in Afghanistan since 2002, implementing community development, rural reconstruction, skills building and health programs.
Cesvi works in cooperation with the local communities to improve their livelihood, with particular focus on the most vulnerable groups, such as returnees, IDPs, landless labourers and female-headed households. Since 2009 our interventions are focused on Herat Province, with the financial support of the Italian Cooperation., and in close collaboration with local and national Authorities.
The two main sectors are income generating activities and support to the DRR sector.
Since 2014 Cesvi started operations in favour of childhood and schools.

Cesvi has been selected by the Italian MFA to implement a project focusing on education and child rights to education. The project is collaboration with the Education Dept. of Herat and the University of Herat.
The S.O. is to increase the quality and the access to better school services in Herat province.

The expected results foreseen are:
- Increased capacities of the teachers on child rights
- Local communities are fully aware of the importance of child education
- Structural rehabilitation of 18 schools in the district

JOB DESCRIPTION
The collaboration will start in November 2014.

The incumbent will based mainly in Herat. Please note that short missions countrywide, for project identification and stakeholders relations, could be requested.

The Project Manager will be responsible for the coordination of the project activities, in close collaboration with the local partners, and in accordance with the contract with the Donor.

S/he will check and make sure the projects’ activities fulfil timely the scheduled objectives, especially:
a) coordinating and monitoring the implementation of the activities,
b) ensuring that such activities meet with the Country regulations and the donor’s guidelines,
c) ensuring that the Organization’s procedures and regulations are accomplished (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).

S/he will be in charge to supervise the administrative aspects of the project (accounting, budgeting, procurement, financial reporting)

S/he will keep an efficient organization of the office and the staff

S/he will collaborate, within the established deadlines, to the draft of the related project reports (activities planning, work progress and final reports) as requested by the donor and the Headquarters

S/he will recognize and report any necessary variation, extension or revision of the original project

S/he will identify and present new project proposals, guaranteeing missions to carry out feasibility surveys in the country or region, and actively participate to coordination meetings, clusters and strategic activities in accordance with the HQ and the CR

S/he will analyse the actual projects and strategies of other stakeholders (NGO and international organizations) regarding the same sector/geographical area, and draft periodic reports

The PM for all his/her tasks reports directly to the Asia Desk Officer (HQ) and works in close coordination and collaboration with Cesvi staff in the country or region.
