Job Purpose:

The primary role of the Goma based Area Manager (AM), is to oversee the management of programmes and systems in North Kivu. The position is central to the organisations operations and the post holder will have the core role of supporting the team to enhance programme delivery according to well established systems and procedures.

Programme:  Duties & Responsibilities:

  • Manage and develop programmes and evaluate their progress against agreed objectives, including current humanitarian programming in Masisi territory, as well as subsequent humanitarian and recovery interventions.
  • Coordinate and lead research and feasibility studies.
  • Ensure programme quality adheres to Concern and other agreed standards.
  • Assist in ensuring community participation and collaboration in programmes.
  • Provide support and technical advice to programme staff
  • With the programme team, research, plan and develop new programme proposals.
  • Monitor and support programme staff to manage expenditure and budgets and ensure resources are optimally utilized and spending is in line with Concern financial procedures and Donor requirements.
  • Monitor programs regularly and support programme managers to monitor progress against objectives.
  • Prepare progress reports and support programme managers in the elaboration of reports for submission to Concern and donors.
  • Liaise with NGOs and local authorities and ensure effective communication between team members, local government technical departments, other local authorities and other NGOs in program areas.
  • Liaise with ARCC II partners for co-ordination on M&E, programme approach, research and implementation
  • Actively represent Concern in all programme related cluster meetings in Goma
  • Develop positive relationships and where appropriate, support the development of partnership agreements/ Memorandums with local organisations, community representatives and local authorities. 
  • Together with the Country Management Team, identify areas for extension of programs and the development of possible areas of new interventions according to the Country Strategic Plan

 

Admin, Finance, Logs and HR Systems: Duties and Responsibilities

  • Oversee the management of the Base Manager and the Program Managers at Masisi level
  • Directly oversee the day-to-day human resources, logistics and finance systems in Goma support base
  • With the support of the Base manager indirectly oversee day-to-day logistics, administration and security issues relating to Masisi operations
  • Ensure the implementation of finance and human resource systems in line with organizational policy and best practice;
  • Develop and implement appropriate reporting systems.
  • Oversee staff training and development plans in line with Concern policy and programme needs.
  • Take overall responsibility for human resource planning and local staff recruitment;
  • Support the implementation of Concern’s performance and development review system
  • Support the aims of Concern in terms of accountability, including commitments of the organisation in relation to HAP (Humanitarian Accountability Partnership.
  • Adhere fully to the commitments and rules laid out in the Programme Participant Protection Policy (P4) and Code of Conduct, including respecting confidentiality.
  • Report to the appropriate manager, any suspected or actual violation of the P4 and Code of Conduct – an obligation of all staff members

 

Security and Representation: Duties and Responsibilities:

  • Represent Concern with local authorities and/or other members of the international  humanitarian community in cooperation with the ACD-S;
  • Ensure that all staff are aware of and adhere to SMPs

 

Exact job location: Goma. Regular travel to the field office in Masisi will be required to support and develop staff and to ensure effective and efficient implementation of Concern Programmes, systems and procedures.

Why is an expatriate necessary to fill the post? It is difficult to find people locally with the necessary skills and experience to manage and develop the programmes necessary to ensure effective programming.

 

Person specification

Essential: 

  • Third level qualification in humanitarian assistance, development studies or a related filed. 

 

Desirable:

  • A Masters degree in the above mentioned areas with at least three years of experience in humanitarian work.

 

Experience Required:

 

Essential:

Minimum of two years overseas experience, working for an international NGO in a managerial capacity, preferably in Africa

Experience of cash transfer programming

Prior experience of managing programmes in a conflict environment

Experience in programme design and research

Experience in managing a diverse team composed of Nat’l and Int’l staff in an a complex working environment

Experience in personnel and budget management

Specific area of expertise should be ability to plan, implement new programmes, write proposals and reports as well as coaching and mentoring.

 

Desirable:

Experience of broader livelihood and capacity building programmes

Experience of planning and implementing emergency response programmes

Experience of working with local partners

 

Special Skills, Aptitude or Personality Requirements:

Essential:

  • Able to handle a demanding, mountainous environment with a high level of physical fitness
  • Very good working knowledge of English and fluent French or vice versa
  • Excellent communication and interpersonal skills
  • Excellent proposal and report writing and budgeting skills, with close attention to detail
  • Able to use initiative and work with limited supervision, organized, motivated and reliable.
  • Computer literacy essential: Word and Excel
  • Very patient and with a positive attitude.
  • Very good interpersonal skills

 

Desirable:

  • Sense of humour and flexible
  • Experience with PRA techniques
  • Experience of cash transfer and emergency programming
