Danish Refugee Council (DRC) seeks a Sexual and Gender-Based Violence (SGBV) Specialist to provide technical expertise to its offices in Ethiopia and Djibouti and ensure the effective implementation of DRC’s programming in those countries related to eliminating sexual and gender violence.

 

Overall position objectives:

  • DRC Ethiopia and DRC Djibouti gender violence programming implemented efficiently and effectively.
  • Gender violence activities comply with DRC’s Humanitarian Accountability Framework.
  • Represent DRC to SGBV stakeholders and duty-bearers in Ethiopia and Djibouti.

 

Background

DRC has been providing relief and development services in the Horn of Africa since 1997 and traditionally focused assisting those who are displaced by conflict. DRC has offices across the region, and has been operational in Ethiopia since 2009 and is opening an office in Djibouti this year. In Ethiopia, DRC has been in the forefront of responding to the refugee influx from South Sudan into the Gambella region, primarily by providing water to refugees in camps, and also through livelihoods and protection programming. DRC Ethiopia also has activities in Dolo Ado and Jijiga in eastern Ethiopia to assist Somali refugees and host communities there. DRC’s work in Djibouti began in 2014 and is dedicated to addressing challenges raised by the mixed migratory flows across this transit country to Yemen.

 

Combating SGBV amongst people in displacement, on the move, or in host communities is a major task and DRC is expanding its programming to address gender violence amongst these populations. These at-risk groups are more vulnerable and perform below average on most key indicators and face financial, physical and legal insecurity due to their status, all of which exacerbates violence against women and girls in the these communities.

 

As part of its response to SGBV in Ethiopia and Djibouti, DRC will be conducting capacity building, mapping, and coordination activities under the auspices of the Child Protection – Gender-Based Violence Sub-Cluster in Ethiopia and its co-leads UNICEF and UNFPA. Additionally, DRC has applied for additional funding to conduct capacity building and law reform in Djibouti related to SGBV issues. The recruited SGBV Specialist will play a major role in implementing and designing DRC interventions to protect women and girls from violence in Ethiopia and Djibouti.

 

Duties

  • Coordinate SGBV and related gender programming implemented by DRC in Ethiopia and Djibouti under the supervision of the Regional Mixed Migration Manager based in Addis Ababa.
  • Assist in the coordination, development and implementation of DRC capacity building activities in Ethiopia and Djibouti relating to SGBV in communities impacted by migration and/or displacement, including conducting training sessions as appropriate.
  • Lead the process of conducting mapping of common SGBV issues in emergencies and developing standard operating procedures (SOPs) for SGBV in emergencies.
  • Participate in advocacy regarding mainstreaming SGBV, especially as regards the inclusion of SGBV concerns in multisectoral assessments.
  • Ensure the publication of relevant documents produced as part of DRC activities in the SGBV field.
  • Assist in recruiting DRC Ethiopia and DRC Djibouti staff members and consultants related to SGBV programming.
  • Evaluate and assess ongoing SGBV programming and activities in Ethiopia and Djibouti.
  • Draft necessary project progress reports for internal DRC use and for donor reporting purposes.
  • Liaise with relevant government officials and other stakeholders, especially from international organizations, to ensure effective implementation of DRC’s SGBV activities.
  • Provide technical assistance for program development in the areas of gender and SGBV.
  • Facilitate the close collaboration between DRC and its project partners, both national and international.
  • Coordinate and communicate with national and regional DRC gender and protection colleagues.
  • Ensure appropriate monitoring and evaluation of DRC Ethiopia and Djibouti activities regarding SGBV and/or gender issues to guarantee effective implementation according to the standards of the Humanitarian Accountability Partnership (HAP), as well as DRC and donor guidelines.

 

Required Qualifications

  • Appropriate university degree, such as in the field of law, international relations, development, etc.
  • Demonstrated commitment to fighting gender inequality and SGBV.
  • Experience in capacity building, including as a trainer and/or project manager.
  • Experience organizing or mobilizing at the grassroots and/or community level.
  • Experience working with governmental officials. 
  • Experience in forced displacement in humanitarian and/or development settings.
  • Fluency in written and spoken English.
  • Strong professional level written and spoken French.
  • Results-oriented and intellectually flexible.
  • Record of building trust and partnerships.
  • Ability to live and work in a changeable environment.

 

Desirable Qualifications

  • Knowledge of refugee, migration, and displacement law and practice.
  • Knowledge of international protection principles.
  • Experience working with refugees, asylum seekers, migrants, and/or internally displaced persons, preferably on protection-related issues.
  • Experience working with an international organization (such as INGOs, UN agencies, diplomatic missions, or the like).
  • Experience implementing United Nations funded projects.
  • Ability to read, write and/or converse in the Amharic, Somali, Tigrinya, and/or Afar languages.

Conditions

Availability:     As soon as possible.

Duty station:      Djibouti-Ville, with frequent travel throughout Djibouti and Ethiopia (up to 70%), as well as occasional travel in the wider region.

Contract:         Six months with a possibility of extension, contingent on funding and performance.
