Position:        Regional Programme Manager

Reports to:            Head of Programme Development, in the                                                                               International Programme Team (IPT)

Location:        London

Salary:            Circa £42,000

Hours:            37.5 hours per week

Contract:        12 month’s fixed term contract with the possibility of renewal

IRC-UK

Our European headquarters, IRC-UK, were established in London in 1997 to support the organisation’s global activities and particularly to diversify its donor base and be able to better advocate with European policy-makers on behalf of the people we serve. IRC-UK comprises approximately 60 staff across five departments. The largest of those, the International Programmes Team (IPT) consists of 23 staff organised under one director into four teams: Grants and Compliance, Programme Development, Commercial Tenders and Research and Analysis.

 

The International Programme Team

The International Programmes Team (IPT) leads the International Rescue Committee’s engagement with European donors. By closely working with the regional and country offices, it acts as the intermediary between major European statutory donors, field offices and the New York headquarters. IPT coordinates the reporting and accounting of grants and offers its financial and management expertise to field offices. IPT team members are also contributing to project design, negotiating with partners and are responsible for proposal development and compliance issues. With a deep understanding of the programmatic requirements of the various regions the IRC works in, and shifting donor strategies,the IPT is well placed to advocate on key issues on behalf of the IRC and was responsible for raising over $150 million in the 2013/2014 financial year. The IPT has forged good working relationships across the sector and is regularly called on by the IRC to offer advice and to assist with strategic planning.

 

The UK office is currently undertaking a strategic review that will lead to a new five year strategy. This will define how we will expand operations into Europe and become a ‘Europe Hub’ for IRC globally. A new department (the Awards Management Unit) is also being formed in the coming months, merging the existing IPT with the counterpart units in New York. This department will set new organisational standards for business development and grants management, and the post holder will be an integral part of the AMU, alongside existing IPT staff.

 

PURPOSE OF THE POST

The position is central to IRC-UK’s business development function and requires a very experienced and motivated team-player with excellent communication skills and a strategic eye for business opportunities. The Regional Programme Managers (RPMs) in the Programme Development team are tasked with business development - identifying and facilitating proposal development and donor liaison structured around a geographical remit, and, in collaboration with IRC-UK’s Advocacy department, furthering IRC’s advocacy goals. 

 

WORKING RELATIONSHIPS

  • Reports to the Head of Programme Development in IPT;
  • Close coordination with other RPMs and IPT’s Regional Grants Officers (RGOs);
  • Close coordination with Technical Units (TUs) and Regional staff for business development and where appropriate with IRC’s Business Development Unit (BDU) in New York on specific proposal development;
  • Close working relationship with the field – our country offices and regional units.

 

Essential Job Functions

  1. Business Opportunity Development
  • In collaboration and coordination with country offices and regional units, identify funding opportunities and develop concept notes and project proposals, covering both technical narratives, logical frameworks and budgets;         
  • Build knowledge and understanding of European donors      .                      

 

  1. Donor Strategies                                                                                
  • Develop professional relationships with key individuals within target donors;
  • Donor focal group coordination and donor strategy development and execution;
  • High-level representation of IRC-UK with existing and potentially new donors;
  • Work with the rest of IPT to build portfolio of new donors.

                                                                                               

  1. Policy & advocacy areas                                                                                          
  • Work with IRC’s other units to develop IRC’s profile, knowledge dissemination, partnerships and opportunities where relevant;
  • Attend NGO and academic think tank fora to stay abreast of developments and cultivate networks with a view to raising IRC’s profile and developing partnerships;
  • Participate in advocacy work where relevant and represent IRC-UK in various sector networks, BOND, NGO-fora and similar;
  • Make significant contributions to the strategic plans of IPT and IRC-UK, and represent IPT / IRC-UK in ad-hoc working groups across IRC when appropriate.

 

  1. Support Capacity
  • In collaboration and coordination with the other Regional Programme Managers in the team, support additional work as and when needed.

 

 

PERSON SPECIFICATION

Qualifications, skills and experience

           ·          Extensive knowledge and experience of European institutional donors and their policies, priorities and compliance requirements

           ·          Significant experience in building and managing institutional/public donor relations

           ·          Degree in subject relevant to IRC’s work or equivalent by experience

           ·          Excellent understanding of humanitarian aid and development programming

           ·          Excellent computer skills (Word, Outlook, Excel)

           ·          Significant experience in developing funding proposals

           ·          Significant experience of working with / remotely supporting field-based staff

           ·          Experience of work in developing countries, preferably in the context of an NGO or international organisation (UN or major donor or similar)

           ·          Good understanding of budget and financial monitoring

           ·          Experience in building consortium for development and humanitarian, funding and negotiating programmatic and financial contractual arrangements with donors and partners

           ·          Experience in participating in ‘rolling out’ wider organisational strategies, including contributing to formulating ‘sub-sets’ of overarching strategies

           ·          Ability to communicate effectively in English, both verbally and in writing

           ·          Strong organisational skills and excellent time-management skills

           ·          Ability to work in close collaboration with team members and remote field offices

           ·          Good attention to detail and the ability to analyse and synthesise information

           ·          Fluency in French

           ·          Ability to handle pressure and meet tight deadlines

           ·          Commitment to team work

           ·          Highly motivated self starter

           ·          Flexibility

 

Desirable qualification, skills and experience

  • Interest and understanding of advocacy work

           ·          Knowledge of European Union institutions

           ·          Working with refugees and/or in overseas development

           ·          Experience of advocacy and policy development

           ·          Experience of working in or with the areas of East Africa and/or Democratic Republic of Congo (DRC).
