WORK CONTEXT

Cesvi operates in South Africa with a Social Programme and an Environmental Programme.

Cesvi Social Programme takes form through a consolidated support for women and children who are the victims of domestic violence and abuse. The mainstay of these activities takes place in the House of Smiles, a hub of services in the Philippi township, Cape Town.

Cesvi Environmental Programme supports the process of creation of the Great Limpopo Transfrontier Park (Mozambique, South Africa and Zimbabwe) helping the development of an integrated management of the park and promotes specific initiatives aimed at ensuring that the benefits this process brings will help the communities in the border areas. More recently engaged in a Public Private Community Partnership for the Eco-tourism development of the African Ivory Route.

A new project within Cesvi Social Programme is about to start: "Promoting co-operative governance and collaboration through a multi-stakeholder service hub in Philippi, Cape Town."

This two year project is co-funded by the European Union, Cesvi and the Dutch NGO Cordaid and builds on the experience of Cesvi’s House of Smile Programme and Cordaid’s Urban Matters programme in Cape Town as well as the co-applicant Community Connection’s experience in organizational and technical capacity building of NPOs.

JOB DESCRIPTION

The collaboration is expected to start in November, 2014.
The duty station is in Philippi township, Cape Town, where Cesvi runs the House of Smile.

The PM manages the project activities and team and is responsible for a smooth implementation of the project in accordance with the set regulations and framework.

Main tasks:
Ensures the implementation of the activities, accordingly to the Project documentation, undertaking the procurement operations according to the donor (UE), Cesvi and Local Government rules and procedures.
Sets up the Action Steering Committee and Project Advisory Committee;
Prepares the overall and annual workplan of the project;
Defines quarterly detailed project plans in line with the overall project plan and reports monthly to Headquarters;
Guarantees project reports respecting the deadline required the Cesvi HQ and the donor.
Supports the administrator in the procurement procedures and manages contracts with subcontractors.
Represents the Project with local authorities, the donor, partners and the other stakeholders involved in the action.
Ensure an efficient office organization and a correct registration of project documentations.
Identifies potential risks, and rolls out contingency plans.
Contributes in the identification and the development of new project proposals in the social sector and/or in the area of intervention.

REQUIRED COMPETENCIES

University Degree in Social Studies or related studies;
At least 10 year experience in managing social programs in an international context;
Experience in working with local NGOs and CBO’s with a participatory approach;
Excellent management skills including human resource and financial management,
Networking skills and advocacy skills;
Communicative, analytical and problem solving personality;
Dynamic and willing to take initiative;
Flexible, patient and with a positive attitude;
Ability to manage workload and stress and work in a challenging environment;
Fluency in written and spoken English;
Computer literacy.

DESIRABLE COMPETENCIES

Experience in social programs with focus on domestic violence;
Good administrative skills and abilities;
Knowledge of European Union procedures;
Knowledge of local languages.
