The International Rescue Committee (IRC) began working in Lebanon in 2012, following two emergency assessments focused on gender-based violence (GBV) and livelihoods. Based on these assessments, which found significant gaps in GBV and economic recovery assistance to Syrian refugees in Lebanon, IRC initiated two emergency interventions focused on psycho-social support to women and girls and unconditional cash assistance to female-headed households. A new Child Protection Program is being set up in the North, the Bekka , Mount Lebanon and Beirut as well as at the national level  in terms of Case Management capacity building.

SCOPE OF WORK
The IRC started a Child Protection (CP) program in mid-October 2013 in the North, Bekka and Mount Lebanon governorates, (including  Beirut) aiming at ensuring that emergency affected children are safe and cared for, have access to appropriate services and support, and have their psychosocial needs met. The overall CP team will be composed of four (4) international staff and more than 90 national staff including working with local partners. The overall portfolio is more than 6 million USD and includes innovative new approaches around urban child protection, psychosocial programming, and use of technology in CP programming. In Mount Lebanon to respond to the challenging urban context of the Syrian refugee crisis the IRC has developed an innovative response to provide support to the most vulnerable children through comprehensive community mobile teams, who will deliver psychosocial support and case management services at the household level as well as in the community ce nter. To reach a maximum number of children the IRC will build capacity of existing “gateways”  such as Lebanon’s Social Development Centers (SDC), schools, municipalities, primary health care centers, etc., to increase the number of children harmed and at risk of being harmed that are identified, and to provide them with psychosocial and case management services. In Bekka and in the North IRC will work in tented settlements, implementation will be done through Syrian refugees volunteers supported by IRC roaming teams.  IRC has also started a specific programme addressing CP concerns for Street and Working Children and a national coaching programme on case management.  

The Senior CP Manager will be responsible to manage the 3 national CP Managers at the field level (North, Bekka and Mont Lebanon). The Senior CP Manager will be responsible to ensure that standardized and quality Case Management (CM) programs and psychosocial (PSS) programs are delivered at the field level. This will be done with the support of the PSS specialist, the CM specialist.  

SPECIFIC DUTIES AND RESPONSIBILITIES
Program Support
* Ensure implementation of programmes follows the set plans.
* Ensure the standardization of the programs at the field and ensure their quality with the support of the CM Specialist and the PSS specialist
* Coordinate the monitoring and evaluation activities in the 3 areas of implementation including providing directions on how to reach set indicators.
* Facilitate and co-facilitate training for the managers, the field team, the partners, etc

Program development & Coordination
* Support in the organization of quarterly lesson learned and best practices work shop to ensure the programs is developing in the correct direction and ensure adjustment when identified needed
* Support the documentation of  lesson learned, best practice CP material developed with the CPiEWG, IRC CP Unit and IRC CP Syrian response coordination
* Contributes to, development of country program strategic direction and plans and lead for CP country strategy development
* Represent IRC to CP national coordination meeting and other as required

Human Resources Management and Development
* Supervision of three child protection Managers
* Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.
* Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
* Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
* Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures

REQUIREMENTS
* University degree in law, social work, sociology or a relevant field
* Experience working in Child Protection in emergencies.
* Six  years of relevant work experience in the area of child protection, developing case management systems and psychosocial programs
* Experience working in urban settings is an advantage
* Excellent analytical skills with a good vision to create strategies
* Experience in managing large national team
* Fluency in English; Arabic an advantage
* Previous experience in working in the region desirable
* Knowledge of child protection database required.

SPECIFIC SECURITY SITUATION/HOUSING:
The security situation in Lebanon continues to be stable. However, security measures are in place (guarded compounds, communication systems, movement restrictions). The candidate should be prepared to implement programming in remote and insecure environments. This is a non-accompanied position and the Child protection Senior Manager will live in shared housing.*
