Procurement & Logistics Coordinator - Somalia
 
We are looking for a highly qualified candidate to fill the position of Procurement & Logistics Coordinator for the DRC Somalia country programme.

Who are we?
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC Horn of Africa & Yemen operation focuses mainly on Somalis who are affected by conflict and displacement.
The Somalia programme has currently over 300 staff working in seven main field offices, which include Hargeisa, Bossaso, Galkacyo, Mogadishu, Baidoa, Dollow and Beletweyne. DRC Somalia implements broad emergency, and recovery programming including protection, livelihoods and food security, water and sanitation, and governance. 

About the job
The Procurement & Logistics Coordinator has the overall technical responsibility for the timely and effective procurement and logistical support required for the implementation of DRC project and support services in Somalia. The Procurement & Logistics Coordinator will be responsible for planning, organising, and supervising the implementation and reporting of all logistics activities for the mission. He/She will supervise, advice, and coordinate the procurement and logisitics team in Somalia, and support the staff in terms of set-up and knowledge of procedures, assessing training needs and organise the provision of required training. 

Duties and Responsibilities
Planning and Operation
  • Design and implement a sustainable and robust Procurement and Logistics plan for the efficient and effective procurement and logistical support to DRC Somalia projects and support services
  • Oversee the proper control and operation of all the Procurement and Logistics requirements for the DRC Somalia projects and support services
  • Ensuring efficient and timely supply of all items
  • Liaises with program and support staff on Procurement and Logistics matters.
  • Responsible for the custody and up-keep of the Emergency Contingency Stocks
  • Ensure that all DRC rules and regulations on Procurement are applied to all procurement requirements
  • Implement Framework Agreements as required
  • Oversee all Procurement involving Invitation to Bid national and international
  • Implement DRC standard warehouse management procedures for the operation of all DRC warehouses in Somalia
  • Implement the DRC rules and regulations on Fleet Management and oversee the proper control and operation of the vehicle fleet.
  • Builds capacity in all procurement and logistics DRC&DDG staff by effective on-the-job training and technical performance reviews
  • Ensure that all DRC Procurement and Logistics service providers conform with the DRC Code of Ethics
  • Ensure all Procurement and Logistics Contract payments are processed in a timely manner
  • Provides timely Procurement and Logistics Reports as required
  • Participates in regular meetings where Procurement and Logistics is an Agenda item
  • Attend internal strategic and planning meetings when required

Organisation, administration and personnel management
  • Overall Technical responsibility for the management of the DRC Procurement and Logistics tasks and staff
  • Oversee the observance of the DRC Code of Conduct

Monitoring & Capacity Building of Partners
  • To train, support, and monitor DRC & DDG partner logistics staff ensuring that HQ/donor procurement guidelines are followed
  • To review partner documentation regularly and provide regular feedback and mentoring

Accountability
  • Responsible to ensure that all Procurement and Logistics by DRC and partners is conducted in accordance with the DRC Operations Handbook Chapters 16, 17 and 18, Procurement, Vehicles and Warehousing

About you
To be successful in this role you must have:
  1. Degree in Logistics, Supply Chain Management or related field.
  2. 5 years of experience in leading and managing NGO logistical and procurement functions.
  3. International experience in supply chain management in an emergency environment including procurement, transport and distribution, warehouse and stock management
  4. Good management skills
  5. High computer literacy level with expected proficiency in Word, Excel, PDF, Photoshop and Internet
  6. Experience in procurement of food and NFIs
  7. Experience of capacity building and mentoring partners
  8. Experience of building and developing the capacity of logistics staff (including partners) through trainings, mentoring support, etc.
  9. Excellent interpersonal and teamwork skills, working with different groups and nationalities
  10. Fluency in written and spoken English required
  11. Experienced with conflict and disaster related displacement issues
  12. Experience in humanitarian emergency context

We offer
DRC will offer the successful applicant a one year contract, renewable dependent on both funding and performance. You must be available to start work from October 2014 and be willing and able to work in Hargeisa (Somaliland) or in Mogadishu (South Central Somalia). The position will be placed at salary level A11.
