Role and Responsibilities
Plan, develop, monitor and evaluate the assigned shelter and WASH project(s), assessing needs, designing projects, writing proposals, initiating and effectively managing and reporting on the projects in line with the objectives, timeframe and budget. Provide leadership and strategic direction; meet quality standards in project delivery, encourage beneficiary participation, liaise with other stakeholders and manage and train staff. The Project Manager will divide time between Zahle and Beirut according to coordination needs in Beirut and the needs of the project in Zahle.
Project Overview
Medair is implementing a varied Shelter and WASH emergency project amongst the Syrian refugees in the tented settlements in the Bekaa Valley. Medair’s team in Lebanon is providing refugee families with essential items to maintain tented shelters and improve poor housing conditions. In addition, Medair complements these Shelter activities with a critical WASH component, distributing such things as water filters, hygiene kits and latrine construction materials and implementing small community based projects.

Key Activity Areas
Leadership and Management

Manage the assigned ECHO project(s) in order to meet the project objectives within budget and within the allotted timeframe.
-
Provide strong leadership of the assigned project(s), including two independent teams of WASH and Shelter, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local shelter and WASH staff.
-
Develop and implement an appropriate and effective shelter and WASH strategy in consultation with other connected staff, line management, partners and ECHO.
-
In close collaboration with the Project Manager for UNHCR project(s) to jointly oversee implementation of activities.
-
Set clear objectives and indicators for activities in collaboration with the shelter and WASH staff, field managers and, where appropriate, with the local communities.

Provide input into the integration of beneficiary participation and accountability in all aspects of the project.

Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats, including ActivityInfo, Inter Agency reporting mechanisms and RAIS (UNHCR’s Refugee Assistance Information System).

To conduct new assessments and from these to develop new proposals, linked to the country strategy, in conjunction with the relevant field managers.
Financial Management

Manage the ECHO budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.
Communication and Coordination

Participate in coordination meetings and other working groups or meetings as required, in Zahle or Beirut representing Medair and feeding back to the staff and field managers on relevant issues.
Logistics
-
Support the logistics activities of staff, particularly in relation to the purchasing of supplies and equipment for the assigned shelter activities.
Quality Management

Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards.
Qualifications

Higher level qualification in Project Cycle Management, with emphasis on humanitarian contexts
Languages
-
Strong working knowledge of English (spoken and written)
Experience / Competencies

5 years post-qualification professional experience in a relevant field

3 years project management experience
-
Experience working in a WASH or Shelter programme in a humanitarian context desirable

Experience in training / mentoring / coaching staff

Knowledge and understanding of humanitarian standards such as Sphere and HAP

Good numerical, report writing and administration skills

Problem solving ability; able to enforce procedures

Able to prioritise clearly and oversee multiple tasks; able to take the initiative in project decisions
