WORK CONTEXT


Cesvi has been operating in DRC since 2001. The first project was a sanitary project in Butembo, Nord Kivu. In September 2002, in collaboration with World Health Organization (WHO) and the Italian Government, a new project begun to fight HIV/Aids in Province of Bas Congo, within the framework of the national health politics.In the capital city of Kinshasa, Cesvi carries out development programs on heath and child protection. The goal is to strengthen the local capacities committed to street children through protection activities, training, and psychosocial support and to strengthening the health system in collaboration with the Ministry of Health.
The project aims to build and reinforce the psychosocial support to people living with HIV- AIDS and community sensitization and voluntary HIV testing for effective HIV new infection prevention.Since October 2014 Cesvi is actively involved in a national program of cervical cancer screenings in collaboration with Kinshasa University and the Congolese Ministry of Health. The activities include first level centers for screenings and second level centers for diagnosis and therapy in order to cure small lesions and to avoid invasive cancer.For 2016 the strategy is to expand health (STD) and protection (street children) program in Kinshasa in collaboration with local authorities and the University of Kinshasa.The Country Administrator is responsible to manage all financial aspects of Cesvi programs, to supervise the logistic department and to upgrade, standardize and coordinate Cesvi's finance, logistic and human resources functions in in Kinshasa.

JOB DESCRIPTION

The collaboration will start in November 2015.

The main duty station will be Kinshasa, DRC, with regular field visits countrywide.
The person will respond to the HQs Desk Officer and will refer to the HQs Project Accountant for financial issues.
The person will work in collaboration with local staff working in Kinshasa.Main tasks and duties:- S/he will ensure the financial management - plan, supervise and deliver all project and programme related administrative activities: accounting, budgeting, procurement, financial reporting and monitoring.
- S/he will ensure adequate controls over cash and bank management.
- S/he will undertake regular field visits in order to assess the financial systems in place.
- S/he will ensure that the management of the program will comply with administrative procedures of Donors and Cesvi and local Law; will develop procedures and guidelines to this end and will supervise administrative staff and be responsible for on-the-job training.
- S/he will participate to the coordination meetings with other NGO (NGO Forum) related to financial and administrative issues.
- S/he will ensure an adequate reporting to the Desk Officer, with regard to the management/control of financial flows of the various projects, constantly monitoring expenses and cash flow (final balance and budget analysis).
- S/he will plan, supervise and control project and programme logistic activities.
- S/he will assist the Project Managers in the preparation of contracts with suppliers, partners and service providers; monitor contract administrative performance.
- S/he will assure an efficient office organization and a correct registration of the project documentation.
- S/he will liaise with HQ on administrative and finance issues.
- S/he will assist Project Managers with preparation of Donor budgets, to ensure compliance with Donors' regulations and to ensure their incorporation into the country annual operating budget and revisions.
- S/he will develop and ensure the execution of HR regulations in line with Cesvi's HR policy and the local labour law.
- S/he will ensure the fulfilment of legal obligations for INGOs in the country (official registrations, visas, etc.).
- S/he will carry out briefing and de-briefing with the HQs Project Accountant at the beginning and at the end of her/his assignment.
- S/he will attend a compulsory training at the beginning of his/her assignment at HQs level.

REQUIRED COMPETENCIES

University or postgraduate degree.Demonstrated experience in the similar positions, preferably in Sub Saharan Africa in emergency and post emergency context.
Minimum 3 years' experience in financial and administrative management in developing countries.
Good knowledge of European Union - EuropeAid and PoolFUND/UN administrative and procurement procedures.
Experience in developing NGO internal procedures, approaches and operations.Strong budgeting and financial management skills.
Accountancy skills.
Ability to prepare financial reports.
Communication skills with ability to work closely with Cesvi local staff and partners.
Ability to support, manage and develop national staff.
Excellent organisational and time management skills.Cross cultural awareness, sensitivity, and patience.
Very flexible and with a positive attitude.Computer literacy, particularly in Microsoft Office Programmes such as Word and Excel as well as accounting packages & other database competencies.
Excellent knowledge of French and English - written and spoken.
