Position Summary:

The IRAQ Country Representative (CR) is responsible for the leadership of CARE’s presence and operation in Iraq. The CR is responsible for overall country program operations and to CARE International Secretariat headquarters based in Geneva through the CARE Emergency Group (CEG).   S/he will lead a country team, including ensuring proper adherence to staff wellness and safety procedures.

The CR will lead the country team in further development and implementation of a humanitarian program building upon current primary focus in KRI with intentions of expansion to adjacent regions as population displacement continues and needs escalate. The Country Representative will be responsible for ensuring that the program development and resourcing is viable and cost-effective while adhering to donor and government requirements.   S/he will lead in the updating of the emergency response strategy as the situation changes, ensuring both partner capacity building and monitoring are carried out to verify the impartiality and quality of CARE’s program implementation. This includes operating from the premise that CARE’s operations are focused on adhering to humanitarian principles and addressing the evolving humanitarian needs of the most affected, particularly women and girls, through strategic, flexible, cost-effective and responsive programming.

The position, initially based in Dohuk (with potential relocation to Erbil dependent upon funding streams), encompasses the leadership and overall responsibility for staff safety and well- being, office management , program design, management and monitoring, overall financial management, and updating of appropriate internal controls, including due diligence and risk management of CARE and partner activities. The CR will lead the team to ensure program financial viability, identify and lead on ensuring staff and partner capacity building, ensure program quality and will be responsible for effective and timely communications and engagement with CARE Member Partners.   Overall the CR, with the support of the CARE International Emergency Group (CEG) plays a key role in assessing the viability of CARE’s operations both in the immediate as well as the longer term with the aim of fulfilling CARE’s humanitarian mandate and to ensure CARE’s presence has a significant contribution to the growing humanitarian needs in Iraq.

The CR is responsible for maintaining an up to date overview of the strategic, humanitarian and security context for programming and ensuring that the program is delivered in accordance to the CI code, and humanitarian standards (e.g. the Core Humanitarian Standards, etc). The CR is also responsible to develop and maintain good relations with host government officials, donors and other key partners.

The CR provides effective coordination with donors, other INGO’s, and local NGO’s in the context. S/he is the most senior in –country representative with the Iraq Government and KRI government and will be responsible for managing and overseeing all in-country program delivery and operations.

 

Responsibilities and tasks but not limited to:

 

  • Implement the emergency strategy, including assuring fundraising in accordance with the emergency strategy and changing contextual needs.

  • Work with staff and partners to ensure programs and funding opportunities are identified, designed with appropriate assessment and context analysis and in line with the strategy as well as are cost-effective and viable.

  • Ensure programs are delivered and managed effectively against contracts, donor reports prepared and reviewed with CMP on a timely basis and submitted according to expectations.

  • Ensure that the programs are implemented in accordance to CARE’s humanitarian accountability framework and CHS standards.

  • Ensure effective Emergency Preparedness Plan is in place and ongoing contextual analysis undertaken to adapt to changing context.

  • Provide regular updates, reports and sitreps as agreed with CEG and CMPs

     

     

     

  1. Effective Overall Management and Leadership of Country team and operations:

  • Ensure all staff are fully briefed on all aspects of security, social and cultural norms and local conditions as well as standards of behaviour

  • Establish and maintain constructive working relationships with other NGO’s, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders.

  • Create the conditions to ensure effective teamwork and morale,

  • Ensure staff wellbeing is addressed.

  • Ensure the proper implementation of CARE’s performance management system for all staff ensuring regular feedback and annual performance appraisals.

  • Plan for future staffing needs and oversee the recruitment and orientation of senior staff.

  • Ensure that line management and CARE International members are kept regularly informed of progress.

  • Promote a productive work environment respectful of the code of conduct and zero tolerance for verbal and physical abuse or discrimination against any person on the grounds of race, colour, sex or creed.

     

  1. Effective Program Support:

  • Provide oversight and management to ensure that program support functions are established and maintained in accordance with CARE International policies and procedures.

  • Ensure compliance with all host country legal, contractual, labor and statutory requirements including registration in countries where CARE has no pre-existing presence.
  • Work with CEG and CARE DeLux finance to ensure appropriate management and implementation of CARE International financial management and accounting systems.
  • Oversee the establishment and maintenance of a functional procurement and supply chain management system.
  • Ensure that HR policy and practices are appropriate for the changing emergency response context.

 

  1. Safety and Security:

  • Ensure all CARE staff demonstrates individual and collective responsibilities for safety and security in coordination with security staff.

  • Liaise with the Security Officer to ensure compliance with CARE International Security Guidelines and their effective application in the local context.

  • Ensure all CARE visitors receive proper safety and security briefings prior to visits.

     

  1. Effective External Relations and Partnerships

The CR is the most senior in-country representative of CARE for Iraq operation. As such the CR ensures that CARE is networked and established as a key player with donors, in coordination mechanisms and through effective representation and participation on behalf of CARE.

 

  • Establish and maintain good relationships with relevant – counterparts/departments of the government, CI members, the locally-represented multi/bi-lateral donors, foundations, international and national NGOs, CBOs and other civil society organizations.

  • Identify issues to be addressed to heighten donor and government accountability and maintain a positive image and good visibility for CARE amongst these groups.

  • Ensure timely reporting and communications with CI members, donors, government and other key actors.

  • Ensure cordial media relations and act as CARE spokesperson representative, following established protocols

    Qualifications and Experience:

  • 7 – 10 years senior leadership experience in complex humanitarian context
  • Demonstrated experience in strategic humanitarian and operational planning
  • Demonstrated experience in program design (including proposal development), implementation and evaluation
  • Demonstrated capacity to raise financial resources from range of donors
  • Knowledge and experience with financial management       including donor compliance and reporting
  • Experience in establishing and maintaining collaborative relationships with key stakeholders Senior leadership experience in Middle East desirable.

  • Fluency in English required and other major language skills desired

Working Conditions:

The CR Iraq is based within the KRI office, in Iraq with a contract from CARE Deutschland-Luxemburg. It is anticipated that the CR Iraq spends up to 30% of his/her time travelling, often in unsafe and dangerous environments.
