CARE is seeking a Senior Director of Impact Measurement who will works on developing a system and capacity in program measurement that provides annual information, learning, and perspectives about the impact of CARE programs in addressing the underlying causes of poverty and marginalization to internal stakeholders (Board, Executives, Senior Managers, and Program staff) and external audiences (donors, development community, host governments).

The Senior Director will have the overall responsibility of managing a core team, supported by staff from the various units in the Program Division and other parts of CARE USA as well as within the broader CARE International confederation and selected partners and research institutions. S/he will work to support the global system of PIIRS (Project & Program Information and Impact Reporting System) by ensuring that CARE USA has a robust capability to define, measure and learn from the impact of its programming.

The person in this role will work to ensure that the system adequately captures the contribution CARE makes to SDGs that help both improve the work and also represent and market the impact of the organization effectively amongst its peers and stakeholders in a way that contributes to thought leadership and the credibility and standing of the organization and also challenges CARE to continually evolve and improve its work.

The Sr. Director of Impact Measurement will lead a team who will work to develop coherence and alignment to the CARE International (CI) program strategy and outcome areas by leading on: supporting the collection of regular outcome and impact data, systematizing and analyzing the results of project evaluations, coordinate a process for determining regular Strategic Impact Inquiries (SII), and coordinate effective dissemination of learning to relevant staff. The team will lead on the articulation and application of core competencies for CARE that underline our work, such as the continued focus on dealing with the underlying causes of poverty, the development of new ideas to promote social justice and the eradication of poverty and how we engage with key stakeholders and strategic partners to effectively make an impact on our country offices’ long-term programs. The team will also take the lead on the development of our regional impact growth strategies, and in efforts to work on global systems that impact the lives of the people we serve.

S/he will work to help synthesize and analyze the work across the multiple levels of the organization in locations where we seek to create change, in organization and institutions where we seek to engage to effect change and in efforts to engage and connect with efforts of movements for change.

The Senior Director of Impact Measurement will support the gradual harmonization and integration of program measurement among CARE International members and the efforts to the CARE International (CI) Secretariat program leadership team and will work to support the distribution of learning and the application of this learning across the organization. Key stakeholders will include International Operations, Advocacy, CARE Member Partners, CI, Program colleagues, CI approach and outcome strategy leads and external stakeholders.

Responsibilities:

  • Support the systematization of data capture and input in order to contribute to organizational learning
  • Support the application of a holistic approach to design, monitoring, evaluation, measurement, knowledge management and learning to multiply impact including efforts such as Growth Impact Strategies
  • Lead the development, evolution and process facilitation of a system for identifying and researching Strategic Impact Inquiry
  • Manage and develop a team to successfully work across a network of peers within the organization and with external stakeholders
  • Work to publicize and disseminate the impacts of CARE’s work with other key colleagues to ensure that CARE is visible and leading in areas essential to our ability to create an impact
  • Help articulate and systematize core organizational program competencies

Qualifications:

  • Masters’ Degree in a development-related field, with a very strong course of study on the effectiveness of development programs. Additional training certification in nonprofit management, organizational development, and strategy. Training in staff and team management, or equivalent in work experience (at least five years managing others successfully)
  • At least 10 years of progressive professional experience in development organization performance assessment
  • 3-5 years of experience at a global level in a multi-national organization on questions of impact and program quality assessment
  • At least 5 years of successful management experience
  • Quantitative and qualitative research methods
  • Extensive knowledge of the history and practice of development since the colonial period and the changing paradigms of and for development over the last 100 years
  • Systems thinking
  • Process facilitation skills
  • Must possess excellent presentation skills
  • Demonstrated expository writing and speaking
  • Must have a background in Organizational and Team Development
