Our client, the international department of - Caritas Germany CG - is the international humanitarian agency of the German Caritas Association. From its headquarters in Freiburg, Caritas Germany supports some 1,000 aid projects around the world every year. Caritas Germany helps people irrespective of their religion, ethnic identity or nationality. The "effective help for self-help" strategy means providing acute emergency assistance and developing this into longer-term development and social work together with those involved.

Following the severe natural disaster - Typhoon Haiyan - in the Philippines, CG launched a number of extensive emergency aid and reconstruction programmes. A temporary national office is being set up for planning, managing and overseeing these programmes. CG's work is based on the principle of progressing from the emergency aid stage to the reconstruction stage as soon as possible over a period of 2-5 years. In this regard, a high priority is the need to work together with the local Caritas, with parishes and other church and civil society structures and with the affected local population. Reconstruction measures and, at the same time, measures designed to prevent future (natural) disasters are being carried out with the affected population on the islands of Samar and Leyte. Despite the massive scale of the suffering and destruction, people are dealing with their situation with skilful improvisation and social imagination.

To coordinate the efforts of CG, the above position is to be filled as soon as possible.

Your tasks:

You will represent Caritas Germany in the Philippines in all relevant matters.

You will maintain contact with local partners (Caritas, dioceses, church partners), government services and the working relationship with national and international emergency aid and development cooperation players (EU representation, UN bodies, etc.).

You will coordinate the CG aid measures with the other relevant humanitarian players and with the international Caritas network Caritas Internationalis.

You will be responsible for the management of international experts and local personnel in consultation with the headquarters in Freiburg.

You will be responsible for the security of the Caritas Germany team and will ensure that a local security plan is drawn up and implemented.

You will assist elaborating a medium- and long term country strategy in close consultation with the CG headquarters in Freiburg, including the identification of suitable local partners for the CG in the field of emergency aid, rehabilitation and reconstruction.

You will be responsible for the office administration.

You will be responsible for the public relation work of CG in close consultation with the CG headquarters and will provide regular financial updates and reports to CG head office about key developments and activities.

Your profile:

You have several years of hands-on experience working in the field of humanitarian aid or in development cooperation, ideally in a church-related context.

You also have practical experience in planning, managing and overseeing complex aid programmes and have a sound knowledge of programme management (PME, PCM) as well as experience in managing public funds.

You have experience in managing a team of international and local employees.

You are assertive, diplomatic and able to cope with pressure and stress and live and work under simple conditions.

You have a stable personality based on a sound value system and highly developed intercultural skills.

You have working experince in the Philippines, in the general region or in a similiar environment.

You are a member of a Christian Church and you are able to interact appropriately in a church-related context. You identify with the objectives and outlook of Caritas Germany and the development cooperation in general.

You are physically and mentally resilient.

You have a fluent command of business English and are an EU or Swiss citizen.

What we offer:

We offer you the chance to undertake purposeful in a technically challenging environment at the interface of emergency aid, reconstruction and disaster risk reduction. Your work will help affected population groups to help themselves. The place where you will live and work, will - at least in the first stage - not be suitable for familiy members and your living situation will initially be basic and confined. In accordance with the German Development Worker Act (EhfG), you will receive an attractive two-year service contract.
