DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION 
ARC implements a multi-sector program that includes WASH, health care, and gender based violence (GBV) prevention and response, as well as activities geared towards creating economic opportunities for IDPs returnees and host populations. ARC has program activities in Central and Eastern Equatoria, and Northern Bar el Ghazal.


PRIMARY PURPOSE OF THE POSITION 

The purpose of the WASH Coordinator is to coordinate all WASH programming under the cholera response program in East Equatoria. Under supervision of the Senior Program Coordinator (SPC), South Sudan, the WASH Coordinator will:

  • Develop work plans in coordination with the other ARC South Sudan teams, under the guidance of the SPC and the Country Director (CD)
  • Coordinate the ARC cholera response with the WASH Cluster Focal Pont, other international actors and health authorities in East Equatoria.
  • Coordinate assessments for program strategy/design in collaboration with the two WASH managers at county levels
  • Manage and coordinate the work of two WASH Cholera Response Teams in Magwi and Kapoeta in collaboration with the two WASH managers at the county level
  • Coordinate deployment of six (6) short term Hygiene Promotion Trainers (expat consultants)
  • Coordinate the work of 180 Home Health Providers (HHPs) in conjunction with the ARC health team in East Eaquatoria, and in collaboration with WASH managers at the county level.
  • Manage procurement of all program materials as well as the pipeline for delivery of NFIs from the WASH cluster in coordination with the WASH cluster focal point,
  • Monitor the design and construction of the appropriate water and sanitation facilities, including development of architectural / engineering designs and BoQs,
  • Coordinate the hygiene promotion activities,
  • Manage the budget of the WASH section of the cholera response program,
  • Other activities as needed.



MAJOR AREAS OF ACCOUNTABILITY 
PRIMARY DUTIES/RESPONSIBILITIES % OF TIME

Program Management and Coordination - 80%

  • Design of needs assessments in collaboration with the WASH Managers in two counties and in coordination with the other WASH actors and WASH cluster focal point
  • Prioritizing locations of deployment of the two Cholera Emergency Response teams
  • Coordinate deployment of the six (six) Hygiene Promotion Trainers in conjunction with the WASH Managers at the county level.
  • Support organization of trainings of 180 HHPs
  • Prioritizing activities of the HHPs and the Emergency response team
  • Coordinate procurement and delivery of the program materials and hygiene items from the WASH cluster pipeline in collaboration with the ARC operations unit in Juba and with the WASH cluster focal point.
  • Coordinate design of the water and sanitation infrastructure repairs, as well as the upgrades of the CTCs and construction of the ORS treatment stations
  • Establish the project monitoring and evaluation per program objectives


Other - 20%

  • Development of project proposals as needed
  • Periodic technical and activity reports, and ensure their timely submission, including those reports written by partners.
  • Consistent budget monitoring and WASH program spending forecasts for finance unit
  • Any other duties as assigned by the supervisor.


EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
 

  • Public Health, Water/Sanitation Engineering, or related university degree.
  • Minimum five years experience in managing and implementing complex, multi-site and multi team emergency response programs, including cholera response in complex crisis settings
  • Strong personnel and program management skills, including the solid organizational, interpersonal, and communication skills
  • Familiarity with private, US government, UN and multi-lateral programming donors
  • Strong Proposal and Report writing skills
  • Familiarity/ experience with SPHERE, USAID and UN standards, and other professional guidelines
