We are looking for a highly qualified Consultant to conduct an EMMA to assess the job opportunities in construction sector, hospitality and oil and gas companies in KRI region, in order to inform the decision makers on appropriate program design and targeting.

Who are we?
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has seven project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, oPt and a country/regional office in Amman, Jordan. The Danish Refugee Council (DRC) started working Iraq in 2003 and currently has operational offices in 4 governorates included two in the Kurdish Region of Iraq (KRI); involving around 125 national staff and 11 international staff. The Iraq project has developed over the last years from a project focusing on direct assistance to one that includes a strong emphasis on capacity development within Protection, Livelihood (Early Economic Recovery), Camp Management, Shelter, Education/WASH and Capacity Building. 

EMMA Objectives:

  • To determine the current state of job opportunities in the 3 sectors – Construction, hospitality oil & gas companies. 
  • To identify the skill sets required in these sectors and for what level of job openings. 
  • Segregate job opportunities according to gender, age and skill sets
  • To establish private sector willingness to work with DRC and other organisations for possible job placement program in 2015
  • To identify through the rapid market assessment, the most appropriate modalities for meeting the market demand for labour
  • Strengthen DRC and other partners participating in the assessment, their capacity to conduct market analysis and to use it for response analysis
  • To gain an overall understanding of the growth in these sectors in KRI and how livelihood programming could benefit and build upon this growth 


Duties and Responsibilities
Outcomes:

  • DRC and partner organisation staff have a better understanding of market analysis as an essential input to response analysis and are able to apply the analysis to project design (Job placements or other activities in these sectors)
  • Baseline and emergency market analysis are conducted to inform an appropriate response design for livelihood needs.
  • Innovative programming is proposed, combining different types of direct and indirect interventions as appropriate.


Outputs of the Training and EMMA:

  • EMMA reports for each commodity selected:  each report will have an analysis of the market system (baseline and emergency maps) and response recommendations (maximum two commodities/reports)
  • Executive summary of key findings and recommendations (including market maps) to be submitted within 2 days of the completion of the field work (can be negotiated based on travel time)
  • Final reports to be submitted within 7 days of the completion of the field work
  • The final report (with complete analysis and recommendations) shall be completed by the facilitator. Support on the write-up of any technical sections of the report shall be provided by participants (especially any selected team leaders) and EFSL Coordinator.

Team: 

  • Lead Consultant(s)
  • Team members will comprise DRC staff (from Erbil and Dohuk), plus participants from other interested agencies operating in Erbil and Dohuk in early recovery/livelihood sectors (e.g. IOM, UNDP, IRC, NRC, REACH, ACTED, SCF, Mercy Corps etc). NB. It is essential that all participants commit to the full training and assessment period i.e. 6 -8 days


Duration of the Assessment and Working Hours:

  • Training and Field Work planned from November 1st till November 10th; due to the time constraints in terms of the consultant’s availability it will probably be necessary to work on Saturday
  • Participants will be required to take part in markets mapping and in data collection


About you
To be successful in this role you must have:

Required qualifications 

  • Lead Consultant to have lead at least 2-3 EMMA’s 
  • Thorough understanding of running an EMMA along with the national staff
  • 3-5 years on work experience in the livelihoods, market led approach required


Desirable qualifications

  • Having worked in the Middle East particularly Kurdistan would be an advantage
  • Knowledge of Kurdish or Arabic would be desirable

Safety Environment:
The current security situation in Iraq shifts on a daily basis. However this possition is based in the Kurdistan Region of Iraq, where the security situation is stable with no big restrictions at the moment.  While there has been no direct threats to International NGOs or their expatriate staff care must be taken when traveling.
