The General coordinator co-designs MdM’s operational strategy in the Mediterranean, and provides leadership for the Mediterranean program. S/he is responsible for ensuring the delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team.

The General coordinator reports directly to the Desk officer and RMs; s/he manages the Program coordination team.

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 41 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

The crossing of the Mediterranean Sea by undocumented migrants is a phenomenon that has existed for over 20 years (UNHCR). It has increased a lot since the Arab Spring; where over 50 000 people have "landed" on the island of Lampedusa. Since then, the escalation of conflicts, in particular in the Middle East and the hardening of home and protection policies in European countries exacerbate this phenomenon.

1. Program Management, Organisation and Follow-up

- Supervise the organisation and administration of the Program

- Ensure that adequate means are available for the smooth running of the programmes – logistical, administrative, financial, HR, etc.

- Ensure legal compliance of all actions undertaken by MdM-France in the Mediterranean sea

- Supervise all MdM-France operations in Mediterranean Sea: Field visits, oversee work of teams, regularly evaluate progress of programmes in relation to planning and smooth running of activities.

- Ensure an efficient and smooth partnership with partners

- Assess the new possibility of response in the area of intervention

- Supervise and play a part in drawing up proposals for operations as well as interim and final reports; be responsible for the quality of documents sent to the HQ (proposals, reports).

2. Human Resources Management

- Working with the Medical coordinator, plan the creation of posts and organize job descriptions writing.

- Manage and support the coordination team, evaluate the coordination staff under his (her) direct supervision, propose training upon needs and resolve team conflicts.

- Brief new expats upon their arrival, oversee the smooth running of missions and ensure application and observance of internal regulations governing missions and of humanitarian code of ethics.

3. Managing Safety

- Undertake regular follow-up and propose analysis of developments in the program and the regional situation, with the support of the information provided by the logistician.

- Exchange on a regular basis with the desk and RM regarding the possible evolutions of the local / regional context.

- Be responsible for safety for the whole mission.

4. Institutional Representation and Coordination

- Represent MdM-France in relations with relevant authorities at a policy and decision-making level; with other NGOs, the inter-NGO coordinating body and in relations with international institutions (local offices of donors or Cooperation offices, etc.).

5. Communication

- Centralize information coming from field and HQ and ensure smooth flow of communication among the various parties involved in missions

- Design a communication plan in link with the communication department

- Ensure implementation of the communication and testimony policy as defined in collaboration with the RM, the desk and specialised departments in HQ

6. Securing Funding

- Undertake pro-active donor prospection and propose alternative sources of funding for discussion with the HQ, and inform HQ about the results. After discussion with Desk / DDI, be responsible for the implementation of the approved donor’s strategy in the field.

- Establish and develop regular contact with funding partners.

Experience in a similar position
Experience in supervision and team management, if possible abroad
Experience in negotiations and relations with local partners and authorities
Experience in public health programs

Good management and communication qualities
Strong skills in logistic
Strong Financial management skills
Reactivity, anticipation, adaptability, capacity to take initiatives
Organisational and skills, rigor
Knowledge of Windows environment
Driving licence (for manual cars)

Appreciated qualifications:
Experience in projects funded by international donors
Experience in mental health, reproductive health, protection and migration project an asset
Knowledge of migration flows in Mediterranean Sea an asset


Languages: English (spoken - written - read) and Italian (spoken - written - read); French, Arabic or Farsi are assets
