WORK CONTEXT

Cesvi is working in Zimbabwe since 1998 and it is active in three main sectors with the support of both private and institutional funds.
In the Health Sector, Cesvi operates in the district of Centenary in collaboration with Saint Albert Hospital with specific focus on the prevention of Hiv/Aids and PMTCT. In the same sector Cesvi is implementing an EU co-funded Project titled “Empower Young People and create an enabling environment for improved Sexual Reproductive Health behaviour and HIV prevention, especially among young women and vulnerable Young People” reaching another 4 districts in the country.
Cesvi Social Programme in Zimbabwe is dedicated to street children. In Harare, Cesvi is operating a drop-in center known as the “House of Smile”, where it organises educational and recreational activities for children and youth and promotes different initiatives in collaboration with other organizations active in the area of child protection.
Within the framework of Cesvi Food Security and Livelihoods Programme, it is implementing a five year EU funded programme for the rehabilitation of the Shashe Irrigation Scheme, situated in the Maramani Communal Land in Beitbridge District. The intervention aims at producing a paradigm shift towards the production of cash crops, as oranges, instead of subsistence farming in communal lands. This programme comprises also of other interventions under the umbrella of Public-Private-Community Partnerships focused on conservancy, carried on by Zimbabwean Trusts.

JOB SUMMARY

The specific duties of the Country Administrator (CA) will encompass three key areas of Finance, Administration and Human Resources.
The CA will respond to the HQ Desk officer and work in close collaboration with the Country Representative and all the PMs (both local and international).
Job Purpose:
The CA is responsible to manage all aspects of the finance function of the CESVI country program in Zimbabwe, in close coordination with the staff, and to support the logistic office in purchase and procedures.

Duties/responsibilities:
Finance Duties
• Ensure the proper implementation of the Finance Policies and Procedures manual
• Accountancy of projects and preparation of all donor financial reports
• Ensure adequate controls over cash & bank management
• Oversee and direct the financial transactions, disbursements to partners, bank reconciliations, and financial reporting to donors, as well as the monitoring of partner expenditures.
• Monitoring and controlling the cash flow and the budget utilization.
• Provides oversight on budget management, ensuring that the Project Manager is aware of over or under spending and supporting budget reviews
• Ensuring that fund utilizations are at all times within allocated budgets.
• Supervise that utility companies provide timely bills and that payments are processed in accordance with consumptions and are within allocated budget.
Administration Duties
• Supervising directly the works of the admin/finance personnel in the Department including all field or sub offices
• Support the preparation of financial plans, forecasts, budget analysis in close collaboration with the PMs.
• Assist Programme managers with preparation of donor budgets, to ensure compliance with donor regulations and to ensure their incorporation into the country annual operating budget & revisions.
• Manage the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by Cesvi HQs and donors;
• Conducting regular internal self auditing and ensuring external audit requirements are fulfilled
• Audits the accounting practices and financial reports of consortium partners
• Undertake regular field visits in order to assess the financial systems in place
• Ensure that the district program activities are receiving timely quality support in terms of logistics, procurement and funds.

HR Duties
• Ensure the proper implementation of the HR Policies
• Ensuring that all staffs are issued timely with letters of appointment, contracts, job descriptions and ID cards after approval and authorization from the Country Representative
• Ensuring Staff salaries and all other staff obligations are paid on time as per the labor law of the country
• Management of leave schedules for all staff, as authorized and approved by the supervisors
• Ensuring that staff performance evaluations are conducted annually.
• Support and supervise of the logistic, IT and procurement office in procurements and purchase procedures
• Ensure that the logistics and admin functions are running smoothly in the office and are complying with Cesvi and donor policies.
• Participation in the review, monitoring and capacity building of local staff
• Be responsible of the correct store of documents and project`s goods.
• Review and monitor the adherence to donor operational policies and to the laws of Zimbabwe and initiate corrective action as required.
• Being an active participant in Country Management Team meetings.

PERSON SPECIFICATION
Minimum Job Requirements
• Zimbabwean Citizen;
• Degree in Economics, Business Administration, Human Resources Management, Finance or a related field is required
• At least 7 years post qualification experience in a finance/accounting role in the INGO sector.
• 5 years minimum experience in a senior managerial role
• Strong budgeting and financial management skills
• Accountancy skills and ability to prepare financial reports
• Good knowledge of main donors` administrative rules and procurement procedures (UE)
• Knowledge and experience in procurement procedures.
• Knowledge of local labor laws
• Willing to travel frequently in-country
• Sensitivity to diversity issues in HR policies and practice
• Problem solving skills
• Cross cultural awareness, sensitivity, and patience
• Very flexible and with a positive attitude
• Computer literacy, particularly in Microsoft Office Programs such as Word and Excel as well as accounting packages & other database competencies
• Excellent knowledge of English written and spoken
Desirable requirements
• Post graduate qualification in HR, Business Administration, Accounting or Finance
• Skills in developing, delivering and evaluating training for staff members
• Ability to work under pressure of deadlines
