COUNTRY PROGRAM MISSION

ARC works with its partners and constituencies in 10 countries around the world to provide opportunities and expertise to refugees, displaced people and host communities.  In support of vulnerable communities and IDPs in South East Asia, ARC manages a multi-sectoral program that includes water and sanitation, primary and secondary health care and gender-based violence prevention and response, and malaria prevention. ARC currently works in in Thailand and Myanmar.  ARC is committed to delivering programs with measurable quality and lasting impact for the communities it serves.

PRIMARY PURPOSE OF THE POSITION

American Refugee Committee seeks a chief of party for an anticipated USAID-funded Advancing Community Empowerment in Southeastern Myanmar. This five-year activity will work to empower vulnerable communities by mitigating their vulnerabilities, encouraging robust community participation in decision making, and strengthening mechanisms for more accountable local governance. Collaborating jointly with the Ministries of Health, Education, Social Welfare, Relief and Resettlement, this project will assist the government of  the Republic of the Union of Myanmar to meet the critical needs in health, education, livelihoods, water, sanitation and other basic needs; to increase the capacity of communities, civil society and local governments in marginalized areas and to develop and strengthen the community institutions capable of effective and participatory self-governance. We are looking for individuals who have a passion for making a difference in the lives of people in their communities and around the world.

This position is contingent upon the successful award of USAID funding.


MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES    

  • Manage overall technical and administrative leadership of the project
  • Serve as the project's key liaison with USAID, the government of Myanmar, project stakeholders and partners, and counterparts in the public and private sectors
  • Ensure overall compliance with USAID contractual obligations, program purpose, and objectives including addressing cross-cutting issues, such as gender considerations
  • Oversee implementation of all project activities, contracts, monitoring and evaluation, program budgeting, and grants
  • Supervise technical and administrative staff

Perform other duties as required

 

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

The proposed Chief of Party (COP) must have a track record of successful project management and experience in humanitarian assistance and local governance strengthening to include:

  • Minimum 10 years of experience working in humanitarian affairs, development, local governance strengthening or related fields, preferably in Myanmar or the region
  • Successful track record in supervising, designing, managing, and implementing donor-funded technical assistance projects for local governance strengthening
  • Experience managing large, complex donor projects, particularly USAID-funded contracts, as chief of party, deputy chief of party, or senior technical advisor
  • Deep understanding of the political and economic situation in Myanmar and of the current local context and governance environment
  • Excellent interpersonal skills and the ability to lead and work on a multi-partner and multi-cultural team
  • Ability to establish strong working relationships with a variety of stakeholders, including local authorities, officials in government, local government, civic leaders, business and international donors
  • Proven success collaborating with diverse stakeholders including local governments, community leaders, donor officials, NGOs, and other U.S. government partners
  • Demonstrated leadership, versatility, and integrity
  • Must have Professional level English ability -- both written and oral; fluency in local Myanmar language strongly desired.
  • Master's degree or equivalent in Development, Humanitarian Affairs, Political Science, Public Administration, or other relevant field
